"This Request for Proposal (RFP) seeks the services of a qualified Engineering Consulting team to provide a detailed road, lighting, surface run off, and landscape design for a four leg, one lane traffic roundabout on McKenzie Avenue at Finnerty Road, an arterial intersection within the The Corporation of the District of Saanich (The District)."

From the tender documents,
drawings to be completed for construction in May 2012.
Class D estimate $724,500. Excluding costs for property acquisition, drainage or any underground utility relocates.

Off-Topic by about 2km to the SW, but where can I thump the table and say I hate, hate, hate, the revisions that were made to the intersection of Richmond and Cedar Hill X a few years back and think *that* location is crying out for a roundabout?

I think that a roundabout at this location is not going to work during the peak hours of the day.

It is only a single lane which means when there is any traffic people will be waiting to enter the roundabout. A lot of people will be sitting and inching forward waiting for their turn. I am not convinced this will lead to any savings in greenhouse gases.

Roundabouts work well when most of the traffic goes straight through. In this case there will be a large amount of traffic heading north on Finerty that will be going 3/4s of the way around the roundabout.

The crosswalks are used and will not have control lights. This means you are walking out in front of cars that are in motion and planning on crossing your crosswalk. Cars will be accelerating right when they get to the crosswalk and will have no lights to indicate the crosswalk is in use. If there are large numbers of people walking, they will cause cars to back up into the roundabout and bring it to a halt.

In the morning and afternoon peak hour, at least 1500 vehicles pass through that intersection. That is 25 vehicles every minute or about one every two seconds. I do not see how that will not back up badly.

In each peak hour you have a full size bus make a 3/4 turn through the intersection 6 times and 1/2 around 5 times.

I suspect you will see traffic volumes fall, or at least not keep up with expected demand, as people chose other ways to go to avoid this roundabout.

I go through that intersection often and it works fine even without traffic signals.

Saanich massacred that intersection. I avoid it at all costs coming from Richmond and having to hit that awkward stop at Cedar Hill X towards UVic. You have to do an Exorcist shoulder check to make it safely. Brutal.

They may opt to install the wireless led flashers like in Langford at Goldstream and Bryn Maur

It used to be a garden variety yield/merge and worked just fine for me. And now as I come westbound and want to veer left to turn onto Richmond, my brain just freezes while I try to work out what to do, what to do...

...and don't get me started about the number of accidents I've nearly had trying to turn out of Palo Alto and get onto Poplar/Richmond.

The intersection *may* be well-designed and I just don't get it.

But I'm here to tell you that that is the *only* intersection in town that makes me have to think Really Really Hard every time I get there. And that isn't a good thing. I mean, I get the roundabouts at McTavish, so I'm no slouch.

Yup, that's a bad one. I wonder what the accident statistics are like at that intersection.

Look for construction soon as pg15 of Saanich's Council meeting agenda for May 6 shows:

A tender was recently issued for the McKenzie Avenue Upgrade Project. This included the construction of new sidewalks, multi-use pathway, buffered bike lanes, curb and gutter, median, and road surface on McKenzie Avenue from McGill Road to Finnerty Avenue. In addition the tender called for the installation of a single lane roundabout at the intersection of McKenzie and Finnerty, rain gardens for storm water treatment and a traffic signal at McKenzie and the University of Victoria CARSA entrance.

Responses were received from the following (excluding GST and rounded to the nearest dollar):

G&E Contracting LP $3,265,800
Allterra Construction Ltd. $3,484,655
Chew Construction Ltd. $3,703,246
Northridge Excavating Ltd. $3,984,748

The low bid is within budget. Funding for this project is included in the 2013 Capital Budget and is a combination of development contribution from University of Victoria and the Community Works Fund (Federal Gas Tax).

RECOMMENDATION:
That Tender 02/13 McKenzie Avenue Upgrade Project be awarded to G&E Contracting LP, who submitted the low bid of $3,265,800 excluding GST.
