Good Afternoon,

I don't think this is an "amnesia" issue as was suggested. Central Saanich took the lead on that referendum question, in fact it was my resolution that proposed the wording you have provided above and it was our resolution once passed that Sidney and North Saanich got in alignment with.

Post election after 2014, our three municipalities met with Minister Oakes to discuss moving forward with the provincially funded study as directed. I thought the meeting was productive however the update that came out of that meeting and what I assume were other meetings with other locally elected officials around the greater Victoria area held with the minister was the decision to proceed with a study of potential "shared services" instead.

We did have the consultants present to CS Council and we provided input. The result was the report recently released based on their consultations with Councils from around Victoria.

Perhaps there may be an opportunity under the new government to re-consider the referendum questions passed on the Saanich Peninsula considering we came together with questions that we're aligned between our three municipalities.

Thank you for that update.

 

Perhaps the issue that has frustrated voters is that switch from talking about amalgamation to talking about "shared services." Voters wanted a discussion on amalgamation but ended up back at square one.

 

And as of this morning we got another glimpse of just how dysfunctional the region is in its current Balkanized state. We are a growing region with a need for proper planning but elected officials can't seem to agree on how to move forward.

Mike, I can understand the frustration. However that transition from an amalgamation discussion to a shared services discussion came from the province in response to the three Saanich Peninsula municipalities requesting funding for an amalgamation study as requested by our voters.

As mentioned above, perhaps we will get more traction on the subject once raised with the new government. UBCM convention at the end of September may provide the opportunity to raise that question again.

It's been a busy municipal week! Regular Council meeting last night, Communications Sub-Committee meeting tonight and Advisory Planning Commission meeting tomorrow night! Then off to Vancouver for UBCM next week.

After a busy UBCM week Central Saanich Council will be back in action Monday night. On the agenda: Council Governance, James White Island dock and graphic standards for district publications.

Also this week, on Wednesday there will be a joint meeting of Central Saanich Council and the Police Board and later that evening there will be a Central Saanich Town Hall Meeting. I will have my UBCM report completed shortly.

Mike, we as a Council made the decision to pursue meetings with most Ministers in Victoria for two reasons: 1 - You can get a longer meeting of 30 mins or more as opposed to the 15 min “Speed Dating” sessions at UBCM. 2 - Wanted to leave those sessions for Muni’s that would have harder time getting to a meeting in Victoria due to their location. As for our request to meet with MOTI we are still awaiting word on the date.
