It was a lively evening tonight in North Saanich at the Tri-Municipal Council Meeting as all 3 Mayors and 9 Councillors gathered to hear presentations and discuss issues such as: BC Transit service to the Peninsula, the Community Shuttle Bus, joint EOC facilities, deer management, agricultural economic development, kitchen scraps and…Amalgamation! Yes, you heard me correctly; I just dropped the 12-lettered “A-word” right here in print!
One of the high points of the evening was the discussion of the Community Shuttle being proposed by David Roberts, President of the Peninsula Shuttle Committee (http://www.peninsulashuttle.ca/). Dave first brought the idea forward to the Peninsula Recreation Commission regarding a summer Community Shuttle that would aim to help the patrons of Panorama with their access to all of the Panorama facilities and summer camps at the rec centre, Greenglades, Centennial Park, CS Cultural Centre and it would operate for just over two months in the summer as a free service. Through the discussions it was identified that the shuttle would be useful at assisting with east/west and vice versa public transit on the Peninsula as it was widely felt that level of service is currently lacking. The plan had been to fund the bus out of the rec centre’s reserve budget: (http://www.peninsulanewsreview.com/news/190433841.html). However it was later identified that the service could not be funded through the Rec Commission due to their bylaws within the CRD. So the idea is being pitched to the 3 SaanPen Muni’s. The cost to run the shuttle will be $45K + GST and at present sponsorship is being sought from the Province and local businesses to minimize the potential “ask” of the districts. I will be interested to see how this project proceeds as I feel it may help fit a need by providing more SaanPen residents with a free way to get to the rec centres and around the Peninsula.
The Main Event on the card this evening was of course the discussion on the subject of Amalgamation. A motion was brought forward by Central Saanich proposing that the three districts consider taking a look at the subject of Amalgamation as well as the Amalgamation of Services to identify some costs around the process and what would the benefits and outcomes look like. A lengthy discussion ensued with everybody at the table weighing in both in support of more information/data/costs and benefits as well as some of the documented examples of Amalgamation in Toronto, Winnipeg, South Africa and our local school districts. When the dust settled, the group around the table was in agreement that they would like to see the three Mayor’s meeting together with the three CAO’s to discuss the subject and to seek out some of information on the subject and that the information would be brought back to the next Tri-Municipal Meeting that will be hosted at a future date in Central Saanich. I fully supported this direction as I feel that we as districts should be doing our due diligence on the subject so that we can be more informed going forward when discussing the topic with our residents.
Sorry for the lengthy update this evening, but it was an engaging meeting with some great information to share.

The Central Saanich Council Chambers were quite this week on Monday night due to it being the 5th Monday of the month which is usually free of meetings. Things get rolling again next week with a Council meeting Monday night at 7pm. We officially welcome our two newest Councillors to the team and we will be back at a squad of 7. Not sure who my new neighbour will be as the Mayor has yet to reveal the new seating plan…

There will be some shuffling of liaison position and Committee Chair positions as the roles will once again be split between 6 Councillors instead of 4. On the liaison front, in my role as Chair of the Peninsula Recreation Commission, I will be attending the BCRPA (BC Recreation and Parks Association) annual symposium where I will be immersed within three days of presentations, discussions, product demos and networking all related to community recreation.

On another liaison front in terms of my work with the Saanich Peninsula Chamber of Commerce, I have been working with them as they are looking to assist the businesses in the Keating Business Park with the establishment of a local business group which would be a great step towards the revitalization of the business park! Our thanks to the Chamber for their assistance with this as well as with hosting an All Candidates Forum in partnership with the Brentwood Revitalization Committee for our recent Central Saanich By-Election.

On a personal note, I am backing competition mode with Toastmasters as I have been competing in the International Speech Contest with my Engagement101 speech. It has won at the Area and Divisional level and this week I take it to the Division (provincial) Championships in Nanaimo. A win at the Division Championships will result in an invite to the World Championships of Public Speaking so stay tuned…last time I was at the provincials I finished 3rd.

I wanted to provide an update on recent activities of Central Saanich Council. In March we began videotaping Council meetings for posting on the District website. The intent behind this was to promote the Council meetings more broadly for those that might not be able to attend on Monday nights. Since then, the decision was made by Council to also tape Committees meetings and that began in May. The District recently hosted its 2nd community meeting on Jun 8 where it brought forward 5 scenarios for discussion along with their associated costs:
1. Status quo – remain in current building for the next years
2. Rehab and reno of current of existing building
3. Leasing current or new build-to-suit space
4. Strategic partnership
5. Replacement of current facility
There was a great discussion between the residents, District staff and Mayor and Council which was all documented for a report which will be coming back to Council in the Fall based on community input. There is still plenty of time for you to review the options and join the dialogue by filling out the Online Comment Form. On the development front, Council has heard from the Roundabout Square proponents that they are anticipating the beginnings on Building 5 this year on their development at the corner of West Saanich and Verdier, Council was informed the construction would begin by this Fall. Also, Council heard from the owners of Trafalgar Square at West Saanich and Wallace that they are proposing renovations at that mall to give it a facelift and to improve the flow of traffic for the customers.

Finally, at Monday’s Committees meeting, Council gave support in principle for the District to continue discussions with the Boys and Girls Club of Central Saanich regarding a potential new site for their facility on the District property at Pioneer Park. Mayor and Council have spoken of their support of the work being done by the B&GC and we feel that a new location on this property would allow them to continue with the great work they do in the Brentwood Bay area for children and youths at all of the schools: Brentwood Elementary, Bayside, Stelly’s and the Tribal School.

@Mike K - Still no news from the Tsawout to the District or residents on the highway access question, confirmed tenants or a date of when construction will begin.

Panorama Recreation’s Play in the Park

One of my roles as a Central Saanich Councillor is to sit on the Peninsula Recreation Commission which provides tri-municipal oversight to the Panorama Recreation Centre and its programming around the Saanich Peninsula. I would like to share some details of a great new recreation initiative happening all summer long on the peninsula for free! It is Panorama Recreation’s Play in the Park program which began July 2 and will be running until the end of August.

Panorama staff will be bringing the recreation to you at your neighbourhood park as they bring face painting, group games and their 50’ inflatable obstacle course to parks in Central Saanich, North Saanich and Sidney. The official launch will be happening Tuesday night Jul 9th, 5:30pm at Iroquois Park with special guest, Olympic Medalist, Silken Laumann. The activities will run from 5:30pm-8:30pm at the following parks:

Back in Central Saanich Council chambers tomorrow night at 7p. Yes, you can catch the Council meetings posted later on the District website (http://www.centralsaanich.ca/hall/Departments/Administration/Meetings_of_Council/Meeting_Videos.htm), but it’s not the same as attending a live Council meeting!! With no Cover Charge or Admission, it’s one of the best deals on the Saanich Peninsula for an inexpensive night out!!

Yes! I will be seeking re-election as a Councillor with the District of Central Saanich in the upcoming Municipal Election in November!! It is hard to believe that it has already been 2.5 years since the election, but it feels like we as a Council are just hitting our stride engaging with our residents and working together to achieve a fantastic balance for our residents, farms and business community!

I look forward to engaging with the VV community on this thread to address your comments, questions and concerns leading up to this election! I have these discussions to be engaging, challenging, informative and rewarding! Let's get the discussion started!

Hi Carl, thanks for making yourself available on this forum!

 

Although I'm not a resident of your municipality, I know people that are who are interested in your position on municipal amalgamation at both the CRD level (all munis coming together) and regional level (creating fewer regional munis).

 

According to the Municipal Report Card from Amalgamation Yes, Central Saanich sees some value in Peninsula amalgamation but at this point there appears to be no future work or decisions around this topic forthcoming.

@thundergun - I have acknowledged at this point that I do not have enough information from a cost/benefit analysis perspective as to whether or not amalgamation is the appropriate choice for Central Saanich. Therefore I am supportive of giving my residents the opportunity through a referendum to voice their opinions as to whether or not we support requesting the Province to conduct a study looking at the pro's and con's of amalgamation for the 13 municipalities within the CRD. At a Saanich Peninsula Tri Municipal meeting last fall (or Spring), the representatives from Amalgamation Yes gave a presentation to representatives of the three Councils. I voted in favour of a motion that we put the referendum question (regarding Provincial research into amalgamation) on the ballots for our next municipal election. The motion was defeated with the opposing opinions being that the decisions needed to be made at out respective Council tables. When the AY team came to the Central Saanich Council, the same motion was put on the table and again I spoke in support of putting the question to my residents via a referendum, and again it was defeated, this time the comments were that perhaps Central Saanich would be supportive "if" the other two municipalities voted in favour, which in the end I believe they did not.

So as you can see, I am supportive of asking my electorate the question as I don't believe I can say one way or another how the majority feel on the subject. I would like to point out that we have seen a couple of great examples of "amalgamated services" in action on the Peninsula with the success of both the Panorama Rec Centre and the Saanich Peninsula Wastewater Treatment Plant. Having debated the issue withboth my Council and those of North Saanich and Sidney, I do not believe the political will is present to move this question forward. Perhaps in December, with three Councils of potentially new members the referendum question may garner more support.

@Sparky - Thanks for the heads up as yes, I am seeking Re-Election in November, and I will need to work on some new materials once I have briefed myself on the updated municipal election legislation changes which will be in effect this campaign.

@Mike K & @jonny - I greatly appreciate the kind words! Technically, yes, I could run for a seat on the City of Victoria Council. However, my decision to get involved with the community, originally on the Peninsula Rec Commission, then the CS Advisory Planning Commission and finally as a Councillor in CS has always been to serve the community where I have lived for the last 15 years that I have come to love! One of my priorities during this term has been to ensure the sustainability of our community for the young families such as my own so that we can also become multi-generational families like many of the families that have been here for generations already! Whether it is by supporting the local business community to enable them to provide services and employment for our residents, or the local development community in providing more 'attainable' housing, I will strive to ensure that CS remains an option for individuals or families of varying income levels.

The District of Central Saanich is looking for input from its residents on the future of Saanichton. In an effort to increase public engagement, feedback and input beyond a Town Hall meeting the District has created an online forum where the residents of Central Saanich can post their ideas for the future of the village and they can also comment and vote on the ideas of others. By signing up and creating a profile you will be able to submit your ideas and vote/comment on other posts/ideas on the forum.

Good Evening Vibrant Victoria!  I have maid my way back to the forum after a three-year hiatus!  Not really sure what led me away, however I'm back and looking to continue what I started a number of years ago in the development of a "Virtual Office Hours" space here on VV where I was happy to discuss the action on the Saanich Peninsula and more specifically in Central Saanich.

 

In the way of an update since my last post in Aug 2014, I passed my "performance review" back in Nov 2014 so I am now a "second" term Councillor.  So we have some returning faces on Council, a new Mayor and one "new" Councillor at the table.

 

We continue to seek opportunities for residential growth within our "urban" cores of Brentwood Bay, Saanichton and Tanner Ridge.  We are doing this while leaving the 60%+ of our land base in the ALR for agriculture.  There is your thirty second re-cap!  The "Office Hours" are now open!
