Is there anywhere in the Oak Bay Village or close by that offers a full breakfast? Something along the lines of Blue Fox, Shine Cafe?

I understand that the Oak Bay Bistro no longer opens for breakfast (except Sunday brunch).

I've had good breakies at the Village on Estevan. Nice space, good service and above average quality.

I've nor been for a couple of years, so perhaps it's changed. I found breakfast at The Village over-priced, mediocre and the space inadequate. The people seemed nice enough, though.

It's more of a bakery, but I would check out Delish is Soutj Oak Bay. There's also the café at the Marina.

Looks like The Village is expanding its empire to downtown.  Good for them.
