It might be. But it must satisfy his partners. As the article states, he has lots of partners.
All minority partners. With the voting rights that Musk has given himself in both companies the say of others is meaningless.
Having said that, any lofty valuation that Musk assigns is welcomed by 3rd party funds as it allows them to show the inflated returns to their investors and boost their fees.

Sure, but you can't anger partners, then phone up Larry Ellison the next time and ask for another $1B for something else.

Linda Yaccarino is stepping down as CEO of X after two years leading Elon Musk’s social media company.
Her exit also comes months after Musk sold X, his social media company, to xAI, his artificial intelligence company. The move formally combined the two entities that were already closely intertwined, but raised questions about Yaccarino’s role in the new company.

The EU has fined Elon Musk's social media platform X €120m (£105m) over its blue tick badges - prompting an angry reaction from the US.
The European Commission said by allowing people to pay for a blue verified check mark on their profile, the platform "deceives users" because the firm is not "meaningfully verifying" who is behind the account.
"This deception exposes users to scams, including impersonation frauds, as well as other forms of manipulation by malicious actors," it said.
But US Secretary of State Marco Rubio and the Federal Communications Commission (FCC) have criticised the EU regulator, accusing it of attacking and censoring US firms.
