Some below market is in the plans. So I presume there is already some government money committed or at least promised.

 

Hopefully not like Chard's recent debacle with 'affordable housing'.

Victoria, British Columbia (April 8, 2024) – Four years since Victoria officially designated the north end of downtown as the future Arts & Innovation District, the first rezoning submission comes to council on April 18. City staff will recommend advancing, revising or rejecting Reliance Properties’ application for Capital Iron Lands, 6.7-acres of largely undeveloped land – mostly parking lots – along a long-dormant harbour.

Reliance’s smart-growth community represents one of Victoria’s most significant land and marine development and economic growth opportunities in decades, including a major maritime company eyeing relocation to the inner harbour, and the Art Gallery of Greater Victoria (AGGV) plans to relocate to a prominent site contributed by Reliance as a public benefit.

“The Capital Iron lands are underutilized with few job spaces, no homes, and an inactive waterway,” said Jon Stovell, chief executive of Reliance Properties. “We designed a comprehensive smart-growth community that manifests Victoria’s 3.0 Vision of a ‘future-ready global influencer and innovator.’ Our proposal offers limitless economic growth potential and spinoff benefits that will ensure the district is unique, attractive and exciting for arts, innovation, and entrepreneurship.”

Reliance’s transformation of Capital Iron Lands will incorporate the site’s three heritage buildings into a vibrant community with homes, live-work artist studios, a reopening of the landmark Capital Iron store, hundreds of new high-value job spaces, heavy and light industrial uses, institutions, and public outdoor and cultural amenities, including an extension of the waterfront walkway and a new public plaza adjacent to the proposed art gallery.

Stovell said the development promises to put Victoria’s Arts & Innovation District on the map for local and global investment, along with supporting maritime industries. Interest is already building.

Local company, Finest at Sea Ocean Products, wants to relocate to the Upper Harbour along most of Capital Iron Lands’ 400 feet of water frontage, a move that would re-invigorate the city’s working waters. Finest at Sea engaged support from the Songhees and Esquimalt Nations and is now waiting for approval from Transport Canada.

“We envision a move that helps revitalize the local fishing industry, including collaborating with First Nations groups, as our proposed water lot falls on traditional territory,” said Bob Fraumeni, owner of Finest at Sea.

“The buzz created by our proposed community validates its need,” said Stovell. “We hope staff and council continue building momentum for Capital Iron Lands, so the Arts & Innovation District can begin coming to fruition.”

“As a major public art museum in BC, moving to a vibrant new space in a central district dedicated to arts and culture will create enhanced opportunities for Victoria residents and visitors to access our collections, programs and exhibitions,” said Nancy Noble, the AGGV’s CEO and director.

Reliance bought Capital Iron Lands in what was among the most significant land transactions in BC in 2020. The company is nationally awarded for its work in Victoria over almost 15 years.

Perhaps I am mistaken, but is the above link not a flyover video for The Beachlands in Colwood rather than the Capital Iron project?
