100% I have seen studies in the past that show the folks most likely to take risks on residential streets are the ones that live on those streets due to their familiarity of the area.
I have family living on a road also home to someone who is fairly vocal on social media about wanting to lower residential speed limits.
Based on what I've seen and heard of this person, I too agree that the statement that the locals are often the worst offenders is often true.

You're saying women are more inclined to run over their own children than to run over men? What about when the sons of the women grow up? Do they get an exemption?
Anyway, in my family the statistics are skewed. My dad ran me over seven times whereas my mom ran me over only twice.

How many 'deaths and severe injuries' have happened on side streets in Victoria in the last 10 years where speed in excess of 30kmh has been a factor? In fact how many deaths and severe injuries have occurred on side streets period?
CoV has data that shows average vehicle speeds on side streets in in the range of 25-35 for the most part so this will make zero difference apart from it makes good press to the anti-car safety nanny crowd that dont want facts to get in the way of their emotional state

it actually seems crosswalk run-overs (of pedestrians, not bikes) are down over the last 12-18 months in victoria. seemed for a while there we were hearing them every month.
