I don't believe that remembering to take your kid out of a hot car has anything to do with being an "automobile operator"?
You also wouldn't leave your kid sweltering in your metal backyard tool shed on that same 30 degree day.
This is kind of global in terms of not putting or not leaving your toddler in places (or situations) where they could die.
we put our kids in dangerous situations every day.. we have knives in our home, a whole list of cleaning products, we take them to the park where they can very easily fall off the equipment hand on their head and break their neck, we bring them to the water where they could drown... they could get hit by a car in the parking lot or crossing the road at a crosswalk
a momentary lapse of looking away (especially if you have two kids and you need to tend to one of them) something very scary can happen.. that doesn't mean all parents are suddenly negligent

One distinction I'm not seeing pointed out here:
There is a difference between normal parents and normal incidents. No one is calling this a normal incident.
Abnormal stuff happens to normal people. Stuff you go out of your way to avoid can still happen to you. It's rare, but it can happen. Technically it could still be 'your fault', but at the same time 'out of your control'.

VicPD has issued a statement.
Suspicious Fire Investigation in Early Stages
Victoria BC – Detectives from the VicPD Major Crime Unit are investigating the suspicious fire at the site of the old Plaza Hotel.
On May 6th, a devastating fire occurred at 603 Pandora Avenue. From the early stages, VicPD officers have been working in concert with the Victoria Fire Department. Officers with the Victoria Police Department applied for and were granted a search warrant for the property yesterday afternoon. Our investigators, along with the Victoria Fire Department’s investigators, were on the site yesterday, and will be there for up to a few weeks.
Mike Draeger, the building caretaker, still remains unaccounted for.
These type of investigations are lengthy and an appropriate amount of resources will be dedicated to investigate the origin of the fire.
The Victoria Fire Department continues its investigation into the fire that occurred over the past weekend in the 1300-block of Broad Street. To date, there is no information indicating that these two fires are connected.

There's been another fire at Evergreen Terrace (aka Blanshard Court) this morning.
Firefighters are trying to put out an early morning fire that witnesses said engulfed a townhouse in Victoria along Blanshard Street. Numerous emergency vehicles are on the scene and Victoria Police says there is a criminal investigation involved at the home, in the 2500-block of Blanshard Street, where the fire broke out....

Victoria BC – Two officers were transported to hospital, and one man is in custody after an early morning fire in the 2500 Block of Blanshard Street.
Shortly before 4:00 a.m., VicPD patrol officers were called to the 2500-block of Blanshard Street for the initial report of a dispute in the complex. Officers entered the location to ensure the safety of those involved and found the interior of the suite to be on fire with multiple residents inside.
Officers were able to safely remove all residents from the suite and attempted to extinguish the fire, but it was too involved. Additional officers assisted with evacuating surrounding units as the fire quickly spread to the neighboring suites. One male was taken into custody by officers on scene and there is no reason to believe that the public is at risk.
Victoria Fire and Emergency Health Services attended and transported two officers to hospital as a precaution for smoke inhalation. The damage to the complex appears to be extensive at this point and the majority of the residents have been relocated to alternate residences as the suites are not inhabitable.
Officers with VicPDs Major Crime Unit and Forensic Identification Section attended and are continuing their investigation as it is in the early stages. There is no information to indicate this fire is related to any other fires in the Victoria area, including the old Plaza Hotel.
