Saanich: Mt. Douglas 213m
According to Garmin's Topo Canada map, Mt. Doug is 220M. Bear Hill (not to be confused with "Bear Mountain" which is not a mountain at all) to the north of Elk lake is also given as 220. Observatory hill shows as 224. All these are in Saanich.
Central Saanich: John Dean Park 280m
North Saanich: Mt. Newton 305m
The park is on Mount Newton. The CRD map application at http://viewer.crdatlas.ca/public#/Home shows the boundary splitting the park, but the summit is mis marked on the Garmin Topo Canada map. The 300 meter contour on the CRD map is split by the boundary.
Sidney:
Lyme Grove road reaches the 20 meter contour. The point it is on has a high contour at 29 meters.
Oak Bay: Walbran Park 60m?
63 meters at the cairn according to the CRD online map. The park is, of course, on Gonzales hill.
Victoria: Rockland Hill 62m
Smith Hill reaches 63m. That's the one with the reservoir on it.
Esquimalt: Cairn Park aka High Rock Park 78m
CRD online map says 67m max.
View Royal:
Thetis Lake park is within the municipality and Seymour Hill to it's east reaches 128 meters. However the boundary also crosses the 181m contour on Mill Hill, so that's the likely high point, if rather undistinguished.
Highlands:
Mt. Work 446M. Built from one of the main varieties of bedrock underlying most of the southern peninsula, the "Work gneiss", named after this classic glaciated and metamorphised dome. It is also the summit of the Saanich Peninsula. The Highlands have quite a few other peaks that are higher than anything in the other municipalities except Mount Newton.
Colwood:
There are three closed contours above 200 meters west of the Parkway. Two are traversed by Bexhill road, the other by Blue Sky Place. The later appears to have a peak at about 220 meters. No names shown on the CRD map.
Langford:
Langford includes Mt. Finlayson, 416M.
Metchosin:
It looks like Mt. Wells at Just over 250.
Sooke:
Manual Quimper at 520m according to Garmin. A source on the internet gives it 1800 feet.
The highest mountain in Canada south of the 49th parallel is Mount Whymper, 1539 meters here on the island.
The highest of the Sooke hills visible from Victoria is Empress mountain, at 640 meters.
Survey mountain, at about the same latitude as Sydney, is 954 meters and has an antenna farm at the top. Not visible from Victoria as far as I know.

You can find pretty darn accurate elevations here
Not really sure how this site works, but for my house it shows 1' of grade change from front to back, when in reality it is closer to 30'.
I think it must be using some sort of interpolation between measured points, but when terrain is varied it seems wildly off.

Ya, it was not all that useful.

I don’t know if it’s Mt Maxwell or Mt Tuam over here, or maybe even Mt Bruce. Anyone care to look?
Matt.
I think it's Mount Maxwell but I'm not sure.

So is this going to be like the Seven Summits? Boasting rights if you reach the summit of every municipality? Extra points if you can climb them all while wearing roller blades?
