Today it lifted an HVAC system from its mount on the roof. This required dismantling of it into 4 separate lifts. The part that I filmed today being lifted is a blower unit.

What are they really doing and should they be stopped before they cause more trouble?

It was mentioned that the Smith Hill reservoir is for emergencies and not otherwise used. Is the water in it stagnant? If so, it would get a bit foul.
No, I live near this reservoir and it's definitely not overly stagnant or foul. It's been a while since I went up there, but I remember it is fenced off, and didn't strike me as looking derelict or otherwise out of commission. I wouldn't have known that it wasn't used if it wasn't for this thread.
I'd be curious to know how this reservoir is filled up. Does it just collect rainwater now, or do they still pump water into it?

There would be no water in it if the only supply was the rain that falls over the surface area.

Did this thread suddenly get merged with another???
Well, I was thinking the same thing, but then I realized that we are talking about "fake buildings", so who am I to dispute what information is relevant.
For instance, we have been talking about reservoirs that perhaps had another purpose. What is really inside the Cromwell Road bunker... I mean reservoir.
Then you have that old tower on a hill in Rockland, but do water towers have windows or doors in them? How would that work?
I think what we have is a "FAKE" water tower that was actually a top secret Cold War missile silo.

I talked with someone at Saanich, and the reservoir at the top of Mt Tolmie is theirs, and it supplies water to areas of Saanich. It appears that the water is pumped up from the CRD's Mt. Tolmie Resevoir in Oak Bay which is located on Cromwell Road.
The District of Saanich has an excellent GIS Mapping Service which lets you access various bits of information.

Here is Saanich's reservoir near the top of Mt. Tolmie, which used to be open, but now has a lid.
Here is the CRD's Mt. Tolmie Reservoir on Cromwell Road. The top of Mt. Tolmie Park and reservoir is above the houses and to the right.
Another view of the sports sized field which covers the Mt. Tolmie Reservoir.
Hmmmmm, from the TC this last week:
The name Mount Tolmie, after Hudson’s Bay Co. surgeon Dr. William Fraser Tolmie, began to come into common use in the mid-1800s. Park status started to emerge in 1891.
Here’s a surprise for most: Also in the 1890s, real estate developer J.H. Brownlee built a roller-coaster atop the local landmark. But it didn’t last long — the wooden structure was destroyed by a brush fire in 1896.
The summit was also the site of a coastal-defence building during the Second World War. It provided a VHF link to Vancouver and Island areas north of Duncan.
The concrete slab at the top of Mount Tolmie today is likely the structure’s base.
A reservoir was added in the 1960s, and in recent years, its flat, grass-covered surface has provided a concert venue for musical group Raven Baroque.

VHF-Link is the name I'm giving to my Mt. Tolmie/Mt. Doug zipline.
