Hmmm. No one has mentioned Lox, Stock and Bagel at the Jewish Community Centre on Shelbourne. Should be open again soon.

Vancouver Island Technology Park has a restaurant - The Hard Drive Cafe - one floor below the lobby. You need a key card to get into the building but since the cafeteria opens to the outside it's not impossible to slide in after someone opens the door, or to let in a guest if you work there (so I'm told). HDC is open M-F, 7:30am-4pm and the food is decent if on the pricey side.

Although it's open to the public I give this one high marks as it apparently has a liquor license and it's virtually invisible--hidden inside a small nondescript community centre. I talked to a Jewish guy today who didn't know about it.

This probably tops the security category as there are probably two levels of permission required to get inside. Plenty of cheap booze but I don't know if food is available on site.
