Ya, I don't know. Not far away, residents of 10-Mile Point have rejected streetlights and sidewalks for decades. The newer part, that does have sidewalks, has shown no interest in bus service, and BCT has also decided it's not worth it.
I think the existing sidewalk down Sinclair is fine.
Bike lanes, I don't know. Can even an electric bike pull a person up that grade?

A family beach day at Cadboro Bay Festival
Take the whole family for a day at the beach at the Cadboro Bay Festival in Cadboro-Gyro Park, Sunday.
The theme for this year’s event is ocean sustainability and recreation — how we can contribute to the health of the ecosystem while still enjoying sailing, swimming, paddleboarding and more.
The festival promises a fun-filled day of music, food and fun family-themed activities. There will be craft stations, summer picnic games and local performers playing a mixture of light rock, Afrobeat and folk throughout the day.
