So two years later we finally have a use for this charging station.
MODO just placed their second car at Dockside Green, the first electric in Victoria, a Kia Soul EV - and Bayview Place gets dissed again. Here's the blurb from the email I received:

Victorians have a reputation for being sustainably-minded folks so making the capital home for the first electric Modo on the Island felt a perfect fit. The Kia Soul EV is the only UL Certified electric vehicle in the industry; that's comparable to LEED standards. It was released in limited supply in Canada but our forward-thinking team secured one for our growing fleet on the Island.
Thanks to support from Dockside Green and the City of Victoria, your newest Modo will have a home-base at the development on Tyee Road, complete with charging station. While adding a new vehicle in Victoria is excited news, the Soul EV has another special significance for us — it's our 400th car!
