The Canadian Home Builders Association's Victoria branch will become a standalone entity on June 30th. The new builders association will be called the Victoria Builders Association.

Why would they distance/separate themselves from the CHBA?

Because this will mean lower annual fees for members, yet more money to the organization locally (less sent to head office). It's not unprecedented, I looked at the national CHBA office list, there are gaps, where there is likely a similar local, unaffiliated builders group.
