Here's the thing, the building already has zero setback, will they maybe keep some of it in order to keep that, and not have to do some lame courtyard?

If thats the case they won't make much changes to the exterior.
Sounds like they are trying to find a way to use minimal expenses as possible to find a way to make use of the building. I think it will primarily be interior renovations.

I dunno, I think its hideous because of all the blank walls, but those are surely not structural. Put storefronts in those, and offices above, and it might be half decent.

The corner could be great if you maintained the glassed-in concept but changed it from a cone to a cylinder. I assume the ramp would need to be removed, however. It makes the space dark and I can't imagine why it would be needed going forward.

Someone asked me if the place had an elevator. I don't think it does. I'm not sure that ramp is compliant with today's access rules. Likely too steep.
