Province puts James Bay block across from legislature on the market

The province has put almost an entire block in James Bay, across the street from the legislature, on the market.


It said the goals of the sale are to raise money to help balance B.C.’s budget and to have the private sector build a mixed-use project on the land, in the 500 blocks of Superior and Michigan streets.

The province is prepared to lease 180,000 square feet on a 20-year term, built to a high environmental standard known as LEED Gold. It now has 148,000 square feet, with 400 full-time-equivalent employees, in that location.

Office buildings on the land were built in the 1940s for temporary use and are largely “long past their economic life,” Edwardson said.

The two properties fall under a master development agreement created in the early 1990s called the Victoria Accord. The accord allows building up to six storeys on the west end near Menzies, and up to eight storeys near Queen’s Printer, the province said.

Yeah, this property is not actually part of the Legislative Precinct but should have been developed by the government in conjunction with it IMO. Now who knows what will happen and if it will even be offered to public sale. More likely it will be snapped up for first nations land claims compensation and will have a net zero effect on the Provincial budget.

That whole block behind the Leg is kind of a dump, but it has so much potential.

that's the block, & the plan mentioned in the story also included the giant parking lot on the opposite corner of the intersection:

now that I see the plan I see what this is a rendering of. it's this block! that square at the top is at the back of the legislature where the fountain is & extends across superior. the thing that confused me is the kink in superior at government, which isn't actually there:

This potentially, is one of the most exciting development sites that has become available ever in Victoria. Wow, what a future that block could have!

The main block for sale is 5.6 acres in size. Realistically the site could from 148,000 square feet to something on the order of 500,000 to 750,000 square feet.

There was an open house last evening hosted by the James Bay Neighbourhood Association (JBNA) on this development. I went and had a look and spoke to someone from the province.

 

My notes/thoughts

  • There has been secret deal with Songhees/Esquimalt Nations where they have apparently waived any interest in the property being offered for development.
  • However the parking lot/James Bay Market site has been separated from the "Q Lot" and no information on what is happening to that chunk is available.
  • We got a chance to submit completed surveys expressing our thoughts on possible mixes of services and amenities.
  • Sounds like the original Victoria Accord is going to be tossed out as being "out of date".
  • There seemed to be an emphasis on how many new services and shops this development could provide with one idiot making some comment about the lack of coffee shops in the area to serve the current population of civil servants.
  • The Province has a agreed to lease a huge swath of office space for 20 years as part of the deal.
  • No developer has been selected.
  • Any development would still have to go through regular City of Victoria processes.

That's what I got out of it anyway.

It would be ironic if they felt they had to stick to the Victoria Accord. In the Accord the Y lot was supposed to be some sort of cultural precinct. There were all sorts of visions of a new Art Gallery or performance Hall in that area. We all know what's there now. And the antique streetcar that was supposed to take tourists from Ogden Point into downtown never materialized either. 

 

This is a key block that transitions from the Legislative precinct into James Bay. Here's hoping a developer with vision will step up.

Legislative Precinct Plan
January 6, 2014

The Legislative Precinct is the name given to Provincially-owned land surrounding the Parliament Buildings and their grounds.

The Legislative Precinct Plan was adopted in 1994 as part of the Victoria Accord initiative, which saw the Province and City working together to establish a vision and plan for development of these Provincial lands in the City of Victoria. The Legislative Precinct Plan was prepared by the Province working with the City, in consultation with the James Bay neighbourhood.

The plan detailed proposals for Provincial offices (up to 48,000 m2) affordable housing (300 dwellings) and community amenities (e.g. daycare, branch library) on lands owned by the Province adjacent to the Legislature. The plan was sensitive to its location adjacent to the Legislature and the James Bay neighbourhood.

Along with adoption of the plan, zoning regulations, development permit area designation, design guidelines and a master development agreement were adopted to guide implementation of the plan.

The plan resulted in the development of one affordable housing project (Kew Court) and an Abbeyfield senior's home in a relocated heritage house. Other major elements of the plan such as the office space and more affordable housing were not constructed.

The master development agreement outlining Provincial commitments in implementing the plan (e.g. comprehensive site servicing plans, transportation demand management plans) was to expire on June 3, 2006 but has been renewed twice. The current agreement expires on June 2, 2014.

As I've stated before, the Victoria Accord is worthless. Where is the antique streetcar running from Ogden Point? And where is the cultural and arts centre the Y lot was meant to become?

what's wrong with the victoria accord concerning the blocks around the legislature, which is what this is about, not the y lot?
