McNally said then that the report contained allegations against her of eye-rolling, excessive questioning of staff and using social media during meetings – none of which she denied.

 

Sounds like regular behavior at a City of Victoria council meeting.

Greater Victoria School Board Censures and Suspends Two School Trustees
VICTORIA, BC – The Board of Education for the Greater Victoria School District No. 61 held a closed meeting to consider allegations of misconduct related to two Board trustees. At that meeting, the Board determined to censure those trustees for their misconduct. In addition, both Trustee Diane McNally and Trustee Rob Paynter have been suspended from their duties until October 2022.

 

The Board was made aware of two formal complaints about bullying and harassment towards staff related to disparaging comments made publicly. Due to the serious nature of these allegations, the Board launched a third-party investigation with a highly experienced lawyer and investigator.

 

A thorough investigation and subsequent report substantiated the claims of misconduct. The Board is reviewing the trustee code of conduct and bylaws to ensure appropriate measures are in place to address these types of behaviours.

There must be zero tolerance for bullying in the Greater Victoria School District. All employees and students deserve to feel safe when they enter our schools and workplace.

 

This statement is released under section 72(3) of the School Act, which requires a Board of Education to prepare a record containing a general statement as to the nature of the matters discussed and the general nature of the decisions reached at a meeting from which persons other than trustees or officers of the Board, or both, were excluded.

But what did they specifically say? One man’s “bullying boss” is the next persons motivator. I’ve made 5x the money working under the latter.

People are way too soft.

It’s up to the victim to determine if they felt bullied or not. It could even happen if you yourself are not directly involved in the incident but are a witness or other third party.

Worksafe requires every workplace to have an anti bullying and harassment policy, it’s pretty wide open. No more dick jokes.

Teachers registered a vote of no confidence in the board of the Greater Victoria School District after two elected trustees were suspended over allegations of bullying and harassment.

The Greater Victoria Teachers’ Association said it was “shocked” by the board’s decision to relieve Rob Paynter and Diane McNally of their duties and that no information about the allegations, process, findings or the decision to suspend was provided.

Teachers also voted to boycott all meetings of the SD61 board until they are satisfied that the process that led to the officials being censured and suspended was appropriate, or the suspension is rescinded.

“We are deeply concerned by the suspensions of two democratically elected trustees, and the secrecy surrounding it,” teachers’ association president Winona Waldron said in a statement Thursday.

Songhees Nation questions trustees' suspension, calls for school board's resignation

 

The Songhees are calling for the entire Greater Victoria school board to resign, said Chief Ron Sam.
 
 
 
 
Sam said the Songhees also have concerns about the process, adding their issues with the board date back a year and a half. In August 2021, then-board chairwoman Jordan Watters resigned at the request of the Songhees Nation, Esquimalt Nation, Métis and the urban Indigenous community. Watters said at the time that she was ultimately accountable as chairwoman of the board for a public survey and presentation that drew accusations of systemic racism.

Two trustees unsuccessfully sought clarity on the suspensions of Diane McNally and Rob Paynter during a Greater Victoria School District board meeting on Feb. 22.

During a special board budget meeting, Trustees Ann Whiteaker and Nicole Duncan made attempts to learn more information and to share more with stakeholders about the suspensions of McNally and Paynter.

At the beginning of the meeting, Whiteaker tried to ask the board about what authority was used to suspend the two trustees.

“As you’re aware Chair Painter, neither Trustee Duncan or myself participated in the deliberations or decisions leading up to the censure and purported suspension of Trustee McNally and Trustee Paynter,” Whiteaker said, then was cut off by Ryan Painter, board chair.

A parents group and two union locals are adding their voices to those raising questions about the suspensions of two Greater Victoria School Board trustees amid allegations of bullying and harassment of staff.

A letter from the Victoria Confederation of Parent Advisory Councils says that in light of the measures taken against Diane McNally and Rob Paynter, “we have lost confidence in this board’s ability to conduct itself in a democratic manner.”

Like the Greater Victoria Teachers’ Association, which has said it has no confidence in the board, the parents said they will be boycotting further board meetings.

The boycott will continue “unless and until” McNally and Paynter are reinstated, or the allegations of bullying against them are substantiated, the letter says.

It would be useful if someone in the superior position (the province/ministry I assume) could weigh in here and let us know if the censure process was legal or precedented.  As it sounds like at least two of the remaining, sitting trustees have no idea either.

An open house at Cedar Hill middle school on Thursday (March 3) will allow the public to hear about and offer input on the creation of a seismically safe school.

Attendees who are encouraged to share their perspectives on the project as well as other topics impacting parents and students.

Key conversations will revolve around site plans, pick-up and drop-off options, traffic circulation, bike access, and amenities, according to a release from the Greater Victoria School District (SD61).

Two Greater Victoria School District trustees who were suspended following complaints of bullying and harassment have filed petitions with the B.C. Supreme Court.

Diane McNally and Rob Paynter each filed separate petitions with the court.

CHEK News obtained a copy of Paynter’s petition through BC Court Services Online. A copy of McNally’s had not yet been uploaded to the database at the time of publishing.

In the petition, Paynter, represented by Nicholas Vaartnou of Farris LLP, argues that the school board does not have the authority to suspend an elected trustee.
