The "balcony" in the last picture is actually more of a roof top patio. It is on the East side (facing Amelia Street) of the Richard Blanshard Building (aka Ministry of Health) at 1515 Blanhshard Street.

I heard there was restriction of balcony size in Victoria. Is this true?

Looks safe - if it falls down it'll just get wedged between the two houses instead of crashing to the ground.

perhaps it is more of a function of setback requirements than balcony size as such

A friend of mine just showed me a brochure for this apartment building in Montpelier in France. Talk about balconies.
