It's interesting that CUPE gave Helps no money in the election while CUPE and BCGEU combined gave Dean Fortin over $20,000.

 

Public unions gave money to Isitt and Alto, but not Coleman.  They gave no money to Lucas.  They gave to Madoff.  They gave none to Thornton-Joe.  And of course they gave none to Young.

1.5 and then 3x2.

 

In 2011 they settled with all 2's.  I'm not sure what the 2014-16 situation was.

Got it, so effective Jan 1, 2017 through 2021.

 

That's a pretty sweet raise. The total increase as of January 1, 2017 is equal to a 7.7% raise by 2021.

On the surface it appears reasonable, but you have to consider the wages in the first place and determine if they are reasonable for the work performed. (think the starting wage for working in the parkade)

 

It also means that combined with CPI these increases probably put a baseline 3% increase on all property taxes before any budgeting has started

This was a dumb move by Helps. The best she can hope for is that the other munis settle for a similar package which then implies that she just wasted money paying for her own negotiating team. If the other munis get a better deal then she winds up looking like an even bigger fool.

Community Energy Specialist?

 

An exciting opportunity exists as a Community Energy Specialist with the City of Victoria. This position is a nine month term designed to move the City forward on implementation of its Community Energy and Emissions Plan (CEEP) and the City’s Climate Leadership Strategy, with a focus on reducing commercial and residential building energy use. Our ideal candidate is a strong relationship builder, proud to represent the City and work proactively with others. If you are an experienced and passionate sustainability and energy practitioner, a team player who is committed to providing excellent customer service, and you are a proven problem solver - we would like to hear from you!

POSITION FUNCTION

Responsible for working with the City of Victoria to reduce community-wide energy consumption and greenhouse gas emissions to meet the requirements of our utility partner community energy management programs. Work with the utilities, relevant non-governmental organizations and the community (businesses and residents) to promote programs and opportunities for energy reduction and transition to low or zero carbon fuels.

KEY DUTIES

Working in consultation with the Manager of Corporate Engineering Services and collaboratively with the Climate and Environmental Sustainability Specialist, other municipal departments, consultants, contractors, to achieve community climate action and sustainability objectives; support the development of a detailed implementation plan, monitoring and reporting structure for the Community Energy and Emissions Plan.

In partnership with key stakeholders (e.g. public institutions, business leaders and health authorities), build community knowledge and commitment with a goal to drastically reduce the use of fossil fuels and associated community greenhouse gas emissions.

Support the implementation of the City’s energy retrofit programs, develop next steps, and program budget and funding sources for subsequent phases of the program; monitor budget for greenhouse gas reduction and energy efficiency programs/projects.

Work with Engagement Department to Develop a branding strategy for community energy retrofit programs and CEEP implementation initiatives; Research and submit applications for incentives and funding for energy and GHG reduction projects for both community-wide and corporate initiatives;

Liaise with City departments to ensure best practices in energy efficiency, green building and greenhouse gas emissions reduction are incorporated into City projects and plans;

Monitor the work of external consultants/contractors with expertise in specialized areas where needed.

Prepare quarterly and year-end written reports as per utility partner contractual requirements.

Ensure that energy reduction initiatives are coordinated with other City operations; ensure full compliance with relevant federal, provincial and City regulations, permits, policies, guidelines and procedures; respond to requests for information related to City community energy issues to City staff and the public.

Perform related duties where qualified.

So in addition to the Community Energy Specialist position, we also have a Climate and Environmental Sustainability Specialist on the payroll?

Like I said, you cant look at the % increase as thats misleading, you have to consider the baseline number and question whether the amount paid merits an increase, or what it compares to for a similar job in other sectors.

Also included in the new agreement was a one time bump to the lowest wage the City pays to $13.50 an hour from $12.68.

"Mayor Lisa Helps called the four-year deal “unprecedented” and thanked both management and the union for their work in reaching the agreement."

 

What does this even mean? ... especially when there is absolutely nothing in this agreement that is remotely "unprecedented", nor is there any reason whatsoever to thank either management or the union for doing what they're paid to do ... which is to successfully conclude a collective agreement.

 

Do simple, unadorned facts not ever make their way out of City Hall, without any weird (or frankly) - creepy untruths or interpretations added to the press release?

Well, she got no union money last time.  Fortin got it all.  So it might not be surprising she moves for that money.

Not sure what restrictions are on donations in municipal elections, but there may be much more money this time around as well, as there is more money available due to the new restrictions coming (done?) for provincial elections.

Mayor Helps and her crew are off on another junket trip to China and Japan. She continues to promote U-bicycle, the company with the recent SFU grad CEO and Victoria investment backing, as her example of Chinese investment in Victoria and justification for another trip.
