I can only quantify this discussion with my opinion as someone who has visited Halifax several times. Halifax as a proper city definately is smaller than Victoria as one would define as a proper city, ignoring the fact that Oak Bay, Esquimalt/Songhees/Vic West and large portions of southern Saanich aren't technically part of Vic...
But I will say Halifax is the closest city in Canada that feels like Victoria.
But Halifax is definately a "smaller" city.
