No, it's when people don't see a lineup they leave, thinking that the place isn't popular enough.

Besides it's too close to the fish place down on the waterfront.

I see it closes at 3pm on Sundays.  That's a bit odd.

I noticed on that Hawk and Hen menu they listed some dishes as "gluten friendly". Seriously, if I was sensitive to gluten, I'd be looking for something that was a little less friendly with it. Maybe not quite "gluten hostile", but definitely something a little less than chummy. Honestly, what the hell does that mean? It's not gluten-free (or they would have said that)...reduced gluten? No gluten in some of the components of the dish?

CFIA can get testy when you call something "gluten free" or "peanut free" when you have not produced it in a gluten or peanut free environment and do not have the lab tests to prove it.

This is why you see "gluten friendly" or "gluten aware" on menus.

Or might not contain gluten or non gluten substitutes such as imitation walnut or imitation peanut substitutes in the menu on Fridays only.

I'm certain they get many "celiacs".

How many gluten free full service restaurants are in greater victoria? 2? 3? 0?

Sante is the only one. But yeah there are a lot of safe restaurants for celiacs where they know how to avoid cross contamination. Your first hint that it's not safe is "gluten friendly".

If they aren't actually gluten free, like Sante, then "safe" is completely subjective and you are comfortable taking some level of risk. :)
