Any casino downtown should have adequate bike infrastructure to get to it. That disqualifies rock bay unless the bay Street bridge is redone to be over 70% for pedestrian and bike use. Any casino chips will also have to be metal or wooden.

 

Looking at the BCLC rules, I think the bigger issue with Rock Bay is that it appears as only the FN bands would get any revenue since that is all FN fee simple land. I can't see a lot of support for that plan.

^we went thru that with Cassidy and there is zero revenue sharing with FN bands  (read back a few pages)

 

 I also looked at Parq Vancouver and it looks like a giant Chances type casino

 

When I feel the need to gamble, which isn't very often, I hop a direct flight to Vegas and of course try to combine it with a conference so the entire trip is tax deductible

I think that you guys are incorrect. If you check the link below from the BCLC, Chances revenue is split with Cowichan Tribes. Duncan doesn't appear to receive anything.

Incorrect? ... really? The casino gives a token percentage to the “host government” ... whoever they are.

Cowichan Tribes, or View Royal ... it’s a tax, the host government isn’t a partner in the facility or the business. There’s no sharing of revenue.

The Province takes almost 90% of everything from everybody involved ... nobody is “splitting” anything.

Cyclists don't go to the casino to gamble, the streets are exciting enough.

Look my point was that if a Casino is built in Rock Bay it looks to me like the FN would get the revenue and not Victoria. On that basis then I said it might be a challenging proposal.

Ahhh, yes, I see what you're saying.

 

I'm not proposing that there's absolutely no money to be made by First Nations by putting a casino on First Nations land, my original post was to note that there's only one casino in B.C. that's owned by First Nations.

 

Even in the document you linked to, it indicates that the Cowichan Tribes are merely the landlords, and the actual casino is run by The Duncan Dabbers Bingo Society, who would be the ones renting the property from the Cowichan Tribes.

The Cowichan Tribes would be seeing some sort of host government tax paid to them, as well as the revenue from renting their land to the operators (the Bingo folks noted above). They would also likely have some sort of operating agreement with the Bingo Dabbers that would oblige them to make use of specific Cowichan Tribes services, and to hire a minimum number of Cowichan Tribe band members as workers in the casino.

 

The Duncan Dabbers would, from the 10% total that's left after the B.C. Government takes their 90%, withdraw funds as part of their management contract, mark up their labour, profit from sundries and swag, profit from entertainment revenue, and get the majority (if not all) of the food and drink revenue.

 

Still of note would be that there is only one casino in B.C. that's actually owned by a First Nation ... and further that nobody but the B.C. Government is getting rich off casinos in B.C.

^Another document that I didn't link shows that the Chances casino is actually a 3 way partnership between the BCLC, Cowichan Tribes and the bingo group. The bingo group is a consortium of several charities. I believe that they get the revenues from the bingo operations and then Cowichan Tribes gets 10% of the casino take.

 

I guess that the City could lease the Rock Bay land from the FN and then get the royalties from the casino but I don't see why the FN would want that to happen.

Those links I posted a couple of days ago imply that B.C. may be on the cusp of some sort of advancement in First Nations gambling legislation, at least to the point where it equals the other Provinces, and allows the First Nations to be the owner and major profiter.

 

If I believed that the Victoria casino was going to be freestanding, and purpose built ... I'd believe that our local First Nations might own the second First Nations casino in the Province to be a wholly owned First Nations business venture ... but I believe the new downtown casino will not be much to write home about in the end ... and will likely be stuck in a downtown hotel, or "converted" existing downtown building - whatever the case, unimpressive and not the destination draw that would inspire tourists and locals alike to make a visit.

 

I'd love to be proven wrong ... and with attitudes like Loveday's, and a pending November election portending a large (or whole) new slate of Councillors ... I very well might be.

It's not really a "theater" at all is it?

 

It's more accurately described as a squareish room with a higher than normal ceiling. Most would call it simply a banquet room.

 

Elements list of past shows, and their (one) future show pretty much sum this place up as the occasional, swirling catch basin of live entertainment in Victoria.

Oddly enough, that may end up being the first time I go into the place if I decide to see the show, it is a good one and worth it

All of the criminal charges laid in a high-profile RCMP investigation into money-laundering in B.C. have been stayed, but it remains unclear why.

The investigation — called E-Pirate by the RCMP— was launched in 2015 into a suspected underground banking operation that allegedly processed suspected drug money, and allegedly funded gamblers in high-stakes games in B.C. casinos.

The case was set to go to trial in provincial court in Richmond in January 2019.

Then in a press release on Wednesday morning the RCMP confirmed that the Public Prosecution Service of Canada stayed all charges last week.

"The charges were stayed for several reasons that materialized during the course of the file; the nature of which will not be discussed in any detail given operational sensitivities," wrote RCMP Sgt. Marie Damian.

Nine people have been arrested after a year-long investigation that identified millions of dollars being laundered through Lower Mainland casinos, according to B.C.'s gang task force.

The probe began last May when investigators say they determined that members of an alleged criminal organization behind several illegal gambling houses were helping drug traffickers launder money, as well as being involved in loan sharking, kidnapping and extortion, said assistant commissioner Kevin Hackett of the Combined Forces Special Enforcement Unit (CFSEU).

"It's safe to say that we're looking at millions of dollars" being laundered," Hackett told reporters at a news conference Tuesday morning.

Investigators say the alleged crime group has links across Canada, as well as to mainland China and other countries.

"Money laundering, loan sharking and illegal gaming provide an attractive source of income for organized crime," Hackett said.

The investigation was conducted by the CFSEU's new Joint Illegal Gaming Investigation Team, which also includes members of the provincial government's Gaming Policy and Enforcement Branch.

The best Tribute group I ever seen was the Original Bjorn Again group from Australia. They are the world's top ABBA tribute band. They are so good they sell out 30,000 seat arenas and the original ABBA members themselves have endorsed them to be their official tribute group. I seen them at the Royal about 20 years ago.  

 

Then they decided to create split off groups of Bjorn Again using different performers and created a North American team. But it was not the same when I saw the new line up. The original Australian Bjorn Again group was the best.
