Mayor Helps has introduced a motion for the council meeting tonight to stop work on the Crystal Pool project and have staff start developing plans for the RG parking lot.
Shocked that she'd want to see more parking disappear. Shocked.

There's no reason for any parking to disappear if the pool gets built at the SoFMC location. The project must come with underground parking or it shouldn't be built at all.

Recommendations Balancing the risks, the social costs, the financial costs, and the potential of achieving a more comprehensive use of city-owned land in the North Park Neighbourhood, I propose the following recommendation to replace the Committee of the Whole recommendation from November 15, 2018:
That Council directs staff to:
1. Wrap up design development work on the current proposed project (Project A), and not submit an application for the initial intake of the Investing in Canada Funding Program.
2. a.) Ask staff to report back with a scope and budget to develop a plan and budget for citing the facility on the arena parking lot including consideration of the amenity and partnership opportunities roughly outlined in the North Park Neighbourhood Association submission at the Committee Meeting of November 15 2018. (Project B)
b.) Report to Council quarterly on this process.
3. Write to the $1 and $6 million funders, respectively, and pursue opportunities for extending the timeline for funding applicability.
4. Continue to work with the federal and provincial governments to pursue options for funding for Project A and Project B (once more clearly defined) including the wider range of funding options and partnerships that may be available for a facility or complex with more amenities than only a swimming pool and recreation centre.

We're so concerned about a temporary reduction in green space while building the new pool on the property that we'd rather have a permanent loss in parking.

Unless the Province, the Feds or a private developer comes up with the funding, I don't see how the CoV can proceed with a $70 million expenditure without getting voter approval.

Not that I am aware of. Perhaps the hope is that the Mayor can sell this as a multi-purpose facility and get a much higher amount through referendum or grant.

I think she's more afraid that by continuing the plan for Central Park the NPNA will form a "NO" campaign that could scuttle funding altogether.

My issue with that is that staff have been working on this project for 2 years. How many open houses, surveys and other engagement efforts did they make (answer lots). Now all of the sudden we have one person write a letter and the whole thing gets killed?

A solid reason not to build an underground parkade is the solid rock under there. To proceed in that location would be a blast for sure though.

There doesn't, but that's the way this council wants to operate. Everyone should be riding their bicycles or taking the bus at 6am to the pool. Remember, they also want to get rid of parking for RAP. That space plays a big role in supporting events at the park.
IMO, the pool is so much better situated at the park. Hey, think of the children! All those summer day camps and you're going to have kids running across that treacherous road between the facility and the park. The RG site also looks a little smaller than existing.

Well it sounds like the curling club would be demolished as part of any redevelopment, but even then the only way you could fit what would be an expanded facility would be to go with underground parking.
Nparker hit the nail on the head. There is no funding coming from the Feds or the Province so in order to prevent Helps from looking bad we are going through this exercise. I predict that the new proposal will have something for every special interest group in the City. What I can't predict is how much north of $100M it will cost.

City councillors not anxious to throw good money after bad
The rising cost of maintenance at Victoria’s aging Crystal Pool has some councillors demanding progress on plans to build a new recreation centre in the city.
Commenting on proposed annual maintenance costs in excess of $900,000 for the coming fiscal year, Coun. Geoff Young suggested the money would be better spent building a new pool and recreation centre.
Coun. Helen Hughes warned that rushing into another ill-conceived plan would be a mistake.
“The steps need to be taken extremely carefully or else we do not carry the rest of Victoria along with us,” she said.
