No sound person would jump into the frigid ocean because they can’t swim at Crystal.
It does seem counter-intuitive, trying to swim in the ocean even though you can't swim in a pool. Maybe some people feel they make better progress while under pressure?

Finding funding for a new Crystal Pool facility will require a public referendum, says Victoria Mayor Lisa Helps.
In order to complete the project, which in 2017 carried a $69.4 million price tag, the City will now need to borrow funding in the form of a long-term loan. According to provincial bylaws, in order to do so the city needs to seek approval from the public realm, though the exact dollar amount has not been calculated.

A plan will need to be in place for a new pool and its location before a referendum can be put forward, so it is unlikely to be held in the near future.

After the JSB fiasco, no one in their right mind could possibly think it's a good idea to let the CoV borrow multiple millions of dollars again. Sorry folks, you'll have to live with whatever basic repairs are necessary to maintain the status quo at the existing pool. CoV taxpayers simply cannot afford another mega project expenditure.

...am i right in understanding that with gas tax, can tire, and fed funding they had $56 million in funding that they pissed away because of a few grumpy residents...and now they need to borrow the whole amount....
why not have the nimby residents pony up the cash OR why not grow a pair and make decisions instead of pandering to every cadre of whiny activists that show up at a meeting and cry "we want OUR input to matter most!"...fer crissake

years ago i remember helps saying that this wonderful pool would be built and most the funding would be found and there would be no need for a referendum to pay for it.. ohh how times have changed..

She was a huge supporter until she determined that the referendum would not succeed and this would reflect poorly on her. Too bad we wasted $2.5M protecting her image.
Community disapproval was a red herring. City staff met with the NPNA many times to discuss the pool and its design.

$2.5 million spent on the project thus far. The budget as outlined several years ago is $69.x million. I would not doubt that it is closer to $100 million today.

and user groups say ya it's tough but they understand. like crystal pool user groups should say about a loss of the pool for two or three years to build it on the same footprint it's on now.

City staff are starting over on the planning process for a new Crystal Pool and Wellness facility.
In a report coming to the committee of the whole on Thursday, Thomas Soulliere, director of Parks, Recreation and Facilities requests the approval of $725,000 in funding to conduct a feasibility study and to create a Project Advisory Group (PAG) to help navigate the decisions.
The feasibility study would include finding an optimal site, engaging in public consultation and confirming the design and cost estimates. The study is estimated to take between 14 and 16 months. The PAG would be comprised of up to 15 community stakeholders and would be established in the next few months.

Just stop. Enough. This amount for a feasibility study and PAG for something that is essentially designed is outrageous. They are well on the way to another JSB.
Put out the rumor that you're looking for a developer to partner with, add in the right DCC/community amenity incentives, and let someone else do it. The pool and the bridge vs how well Fire Hall #1 is going are proof that city staff should not be managing projects of this magnitude.
Better yet (it's been said already), partner with the YMCA to build something better than both orgs could afford alone. There's already a thousand fitness centres DT, there doesn't need to be both a municipal rec centre and YMCA.

I agree!.....but I'm not sure that's possible as the YMCA would be taking over a city employee facility.
