So the majority think the CoV should proceed to spend tens of millions of dollars without getting voter approval via a referendum?

I don't read it that way. The majority don't want us spending $70M on a new pool. Of those who support spending $70M on a new pool, according to the comments, most don't trust Helps and Co. building it. I think that it is pretty clear that a referendum will fail. Helps knows that which is why she has deferred it and told the Province that she has no intention of having one.

Well that's what I would assume, but Mike's post above said 62% were opposed to the referendum.

The Art Gallery is still in the wrong location.

I think the Vic High building might have made a good Art Gallery.

Then you build a new school to replace Vic High on the SJ Willis land, across from the sports fields at Topaz Park.

And then you sell off the excess land.

 

In any case I'm for preserving the heritage look of Vic High.

 

 

And while you are building the new school why not connect it to a NEW Crystal Pool built on the grassy knoll at SW corner of Blanshard and Hillside.

 

The old Crystal Pool site is then ripe for a low cost housing development.

It’s also 1/5 of the gallery’s expansion budget, which means $24 million has to come from somewhere else.

With $70 million required for the pool, could Victoria tax payers need to borrow as much as $30 million in addition to the $10 million of their money already going to the pool? That would be a hard pill to swallow.

The gallery will mount a major fundraising drive. There's two things millionaires like when dispensing with their fortunes; art and health.

 

But that is still a huge price tag.

Council agenda item to effectively merge the reserve accounts for parks acquisition and parks development into a single fund. Anyone know if Crystal pool falls under the parks budget?

On Facebook, the City has just posted the new rendering below to help promote tomorrow's open houses. The swimming areas now seem to have a much bigger footprint than the original Level 1 drawing here, which had a 50m pool, a family pool at the end, and adjacent hot pool. Now there appears to be a deep-water tank at the end of the 50m pool, and alongside, a separate swim-learning pool with lanes, a swirl pool, and a much bigger family pool. Won't this blow the current project budget out of the water, so to speak?

Might this have been the concept all along, but the renderings just didn’t capture the complex in all its glory?

I hope the concept is not being over-stated to appease or wow the electorate but the finalized, build-ready design will be altered for practical reasons or budgetary constraints.

Our new bridge looked wildly different from the simplified version that was ultimately delivered.

With no source of 3rd party funding (other than the contingent $6M from the feds), should we be continuing to spend money on design and marketing until we have some certainty?

The May 11 letter from the provincial minister of municipal affairs said "large-scale projects that demonstrate both public and financial support through a referendum (or some form of public approval process)" are more likely to get funding. So the strategy now seems to be to design a pool that satisfies the widest range of community needs, and therefore is more likely to win a referendum to borrow $XX million. That Yes vote would provide the "certainty" that secures the gas-tax money, and persuades the feds and province to contribute even more.

There isn't a design in the world that would get me to support $60 million+ in additional debt at this time.

Next year the federal Liberals will be campaigning hard to win over seats and election promises will be a big deal, but can we expect them to actually fund a $10/$15/$20 commitment with only a few months ahead of an election, in lieu of promising the money?
