Your citation links are messed up. Also, I did a bike tour and rode through Utrecht a few years ago. Definitely not 1.307 million people. You can argue that it's not a fair comparison because it's Europe and the NL in general is one massive conurbation with highly advanced infrastructure. But I don't think that means we can't follow them as an example.

Just to make aastra happy I got off my ass and went and took a development picture for him.
This shot was taken at lunchtime today. Development score zero, nilch, nada, dick.
Ok that wasn't entirely true. There was some development by this guy.
