I mean Laur. Darren was referring to when he was watch commander having to limit hours and resources to fit in the operating budget.

So last Wednesday Helps is on CFAX and is asked when a new police chief will be chosen. She responds that she hopes to be able to provide a public update in a month or so.
Last Thursday Darren Laur goes public with his complaint against the Police Board and questions about Del Manak and his potential (not proven) involvement are raised on social media
Today Del is announced as the new chief without any internal or external review having been conducted.

Mayor denies the money came from front line policing. She of course sounds eager to move on; but I think there are some questions to be answered before we can all join her in wanting to put it all behind us.

So where did all that money come from?
Was there merit to the various charges and allegations?

What's interesting is that if council was supposed to be required to approve spending of that money, is that both Esq. and Victoria councils would have to approve. How much you want to bet it's only CoV taxpayers footing the bill?

The money came from the VicPD coffee fund. Helps promised to provide a full accounting of the costs yet it takes an FOI act request to get part of the expenditures. What the TC article fails to point out is that only 3 of 9 issues were rejected by Hinskens. The others have proceeded and appear to have merit.
The bottom line is that had Helps and Desjardins not tried to cover up the alleged 'unwanted physical touching' (otherwise known as assault), sexual harassment, and discreditable conduct then we would not have been on the hook for any of this. The unfortunate this is that with Elsner gone the OPCC will not likely find that it is in the public good to release a report of his findings and thus the only detail we will ever get is what Helps decides to tell us.

^ Helps promised a public accounting of the costs associated with Elsner. Other than an accounting for some of the legal expenses my bet is that she reneges on any further disclosure.
The PCC said that he would provide his final report to the public. I would give a 50/50 on that. The PCC is under no obligation to release anything and only releases information when it is deemed to be in the public interest. Either because it was part of Elsner's 'resignation' agreement or now that Elsner is gone it is no longer of public interest this could go either way.

The reality is that the details of the hearing will never be made public and even in the worst case scenario Elsner will never face any discipline since he has left the force. I doubt he even shows for the hearing.

What about the other aspects, e.g. allegation that funds earmarked for policing were used for a communications consultant to help manage the issue? Do you think we will ever hear anymore about that?
