As noted above Dean Murdock is not running for Saanich council in 2018.
Murdock is a three-term councillor in Saanich. He is probably the councillor I associate most with the development of, approval of and support of the Environmental Permit Development Area (EPDA). I've met Dean several times and I like him a lot (although I don't support the now rescinded EPDA). If he had decided to run again I would have supported him.
He is an NDP supporter and he has been endorsed by the Victoria Labour Council in the past. In 2014 he received more votes than anyone else in Saanich for council. If Frank Leonard had been reelected mayor in 2014, Murdock is the person who likely would have become Saanich mayor in 2018.
He is relatively young. I suspect we will see him again in municipal or provincial politics down the road.
