is this a problem you want someone (government) to fix though?  let's let the consumer decide.  even the poor ones.

Thinking that a poor consumer has the ability to enact a wise decision is gratuitously delusional.

Their choices are restricted to their budget of today, and that rules out a lot of rational decisions.

You can pay 99 cents for that can of Coke at Dollarama, or $1.59 across the street at 7-11.

How is saving 60 cents a problem?

This is basically true but again dollar stores are a misplaced target. Let's shut down payday lenders first and go from there.

Where will those who can't use traditional lenders go from there?

They would miss payments or bounce cheques, but they'd be better off. All the evidence shows payday loans cause more defaults and more financial hardship than help. This is why they are banned in many US states.

They also wouldn't be able to cash cheques, and not having that $250 loan now and then could force them to lose their apartment.

The US is not a good example for us locally. What happens in Alabama is not what happens here.

But what's another carbon tax increase among friends?

Cant wait for the left's outrage when the bans on internal combustion vehicles, and natural gas home heating they lobbied for comes into effect! Who are they going to target when there is no more massive carbon tax windfall from the supposedly rich!
