This will be a net positive for James Bay and the city, and it might also help to spur new hotel construction @ a different site elsewhere due to the loss of rooms over the last several years.
Was the council vote unanimous in favour? If not, who voted against this...?

Gutting of the existing building has started and from what I understand should take 6 to 8 months

Still being worked on, but 'The James at Harbour Towers' is taking waitlist applications for their rentals:
It says ready by late 2019, but some workers told me they are anticipating a January 2020 finish.

'The James at Harbour Towers' upgrade & conversion to rentals has been complete for a little while. Craigslist is still showing a few available listings.
Rents are:
Studio (311 sq ft) = $1,225 (some with murphy bed)
1 BR (436 to 643 sq ft) = $1,520 to $1,795
2 BR (680 to 880 sq ft) = $2,365 to 2,800
Penthouse (1,125 sq ft) = On inquiry (2 storeys)
Quite an extensive list of amenities and the views should be great from there.
Pet friendly.

I mentioned it previously but I still find it amusing that this building was apts then a hotel now back to apts.

Nothing ever changes in Victoria except the things that change frequently.

And I must admit I have fond memory of when it was a hotel.
