It's not quite that bad. I don't think the visuals do the actual design much justice, at least the current stock of visuals.
The project is called Nigel House and will be located near Greater Victoria Housing Society's phase.

To be fair, the small print on the elevation sheets notes that, while the materials are pretty much locked down, all colours are TBD.

It's weird to see on that same page that the Superstore proposal from 9 years ago is still on the list of active proposals, with an "in progress" status...

The first two projects collectively include 156 residences. Just under 800 will be built once the entire project is completed.
Garth Homer Foundation has a three-storey proposal lined up, although it has yet to appear as a formal proposal. That building will include 18-units.

D'Ambrosio and TownSquare Planning have been recognized by the Planning Institute of BC (PIBC) for the Nigel Valley Neighbourhood Plan. Looks like a couple DP revisions were approved quietly back in March. Nothing major (aside from some significant DCC reductions) but we do get to see some perspective drawings of two of the buildings.
Broadmead Care Society. This is the building directly across Vernon Ave from Save-On Foods. 88 residential units total including a mix of licensed care, assisted living, and apartments. Material palette is largely grey tone metal, concrete, and stucco. As we have seen on quite a few recent projects, balcony soffits will be wood patterned. Greater Victoria Housing Society. This is the building directly across Nigel Ave from the Broadmead Care Society building, above. 70 residential units ranging from studios to 4BR, plus a commercial component at grade. It has a more lively material palette including copper-tone metal panels and red window frames. I've already stopped talking about them.
I don't know, for what they are and for the area I guess they're fine. But methinks it would always be nice if something with a bit more personality were thrown into the mix somewhere. It could even be just one section or one face of a building. The place to take a photo, like we've talked about. The image that you'd put on the cover of the brochure.

Take Vibrant Victoria headquarters. Mike K. likes to show off the sculpture garden with the curved glass and pink marble facade of the executive fitness center in the background. He never shows the entire campus because there are so many utilitarian buildings over the acreage.

Lots of activity here, just drove by along Saanich Road past Uptown and took a quick peek as I went through the intersection. Fencing is up and access to the site for heavy equipment all well established. Hard to tell whether any actual de/construction has happened from that angle but things are moving along.
Still scratching my head as to the "Nigel Valley". Family lived on Darwin Avenue from the mid-1950's to the early 00's and I never ever once heard anyone in that neighborhood utter the words "the Nigel Valley". Must be realtor/development company marketing-speak....

Is it something BC Housing came up with for this project? It is on Nigel Avenue, and some of the buildings being redeveloped have Nigel in the name

Nigel Avenue is the road that bisects the entire master-planned community both previously, and in the future. I believe the 'valley' was brought up as a naming convention in the master plan as the site itself sits at a low-elevation compare to the surrounding areas. I presume this is an old stream bed that fed Swan Lake in the past.

“Strong partnerships are needed for creating lasting positive change in people’s lives by improving housing affordability in our communities,” said Rob Fleming, MLA for Victoria-Swan Lake. “The Nigel Valley redevelopment represents what a community can accomplish by working together to redevelop a neighbourhood that’s focused on the needs of the people who will live there.”
The Province, through BC Housing, is leading the redevelopment in partnership with the federal government, Broadmead Care, Garth Homer Society, Garth Homer Foundation, Greater Victoria Housing Society and Island Community Mental Health Association.
The redevelopment will provide hundreds of new homes for individuals, families, seniors, veterans, people living with disabilities and people with mental-health challenges. This includes:
approximately 440 affordable rental homes;
approximately 255 units of market housing;
41 long-term care beds;
37 homes with supports for seniors and veterans; and
25 homes with supports for people with mental-health challenges.
Phase 1 of the redevelopment is underway with construction of Broadmead Care’s new long-term care home, Nigel House. Located at 851 Nigel Ave., the new building will provide 88 units, including 41 long-term care beds, 37 homes with supports for seniors and veterans, and 10 affordable rental units for independent seniors and veterans. Construction is expected to be completed in summer 2024.
The Province, through BC Housing, is providing $47.5 million in construction financing and a grant of $5.2 million for Nigel House. The federal government, through Canada Mortgage and Housing Corporation, is contributing $3.2 million from the National Housing Co-Investment Fund. Broadmead Care is providing approximately $2 million and a further $3.2 million in fundraised equity. The Capital Regional Hospital District is providing approximately $1.3 million. Island Health will be providing operating funding of approximately $5.3 million.
The first phase of the redevelopment also includes a second housing project, which is scheduled to break ground in late 2022 subject to provincial approval. The Greater Victoria Housing Society’s new five-storey apartment building will provide 70 rental homes for moderate- and low-income individuals, families, seniors and adults living with disabilities.

The Nigel Valley redevelopment will be completed in three phases over the next decade.
The phased approach will allow current residents to remain in their homes until construction of their new homes is complete.
Bordered by Darwin Avenue to the east, Vernon Avenue to the west, Lochside Regional Trail to the north of the property and Saanich Road to the south, the 3.6-hectare (nine-acre) site currently provides approximately 150 homes plus long-term care for people living with disabilities and people with mental-health challenges.
