The money is being repaid by the developments that are rising on Skirt Mountain and the general area. It won't happen over night but the DCCs are in place and plenty of development is occurring.

 

Wouldn't those DCC's still be paid anyway, the fact they are using it for repaying that loan isn't what they would've been for in the first place.

you might say that side of the mountain would not have been developed and no DCCs paid if not for the interchange.

There are DCCs specific to the interchange. The understanding was that in order to develop, the interchange had to go in. Thst was also mandated by the province.
