Apr 24, 2024

NANAIMO — A loaded and ready-to-fire sawed-off shotgun was confiscated by local Mounties on routine patrol in Harewood.

Members of the Nanaimo RCMP Bike Patrol unit spotted a man well known to them loitering in the parking lot of the 7-Eleven at the corner of Fifth St. and Bruce Ave., around 10:30 a.m. on Tuesday, April 23.

Reserve Cst. Gary O’Brien said the officers knew the man, 29-year-old Roddy Weidman, was prohibited from carrying break-in tools of any kind and initiated a search of his backpack.

“A check of his person found a loaded, modified shotgun in his backpack. Along with that, two axes and a bunch of knives. He was taken into custody.”

A 15-year-old who had his locked bicycle stolen from Oak Bay High School got it back after his father spotted a man with it on Pandora Avenue.

Oak Bay police said the father was driving down the road when he noticed the bike, which had been stolen a few days earlier, on April 15.

He politely asked for it back and the bike was given to him without incident, police said.

A check of the serial number confirmed it was the son’s bike, which has an estimated value of $800.

Although things turned out well, police said they encourage people to contact them before taking such matters into their own hands.

The identity of the person who stole the bike hasn’t been determined.

The car-jacker Seth Packer seems to have his next court appearances set in May in Port Alberni.  Not sure if that means he has been released to live in that community.

Not 100% sure on this, but I think Port Alberni Law Courts is often the court of jurisdiction for appearances by video.  For example, someone could be in a provincial remand centre, do a court appearance by video, and CSO will show Port Alberni Law Courts as the appearance location.

Scott Garman of The Garman Group is charged with making child **rnography by creating written material advocating for and describing sexual activity with persons under the age of 18.

He is also charged with transmitting, distributing, selling, advertising, importing or exporting child **rnography. The offences are alleged to have taken place on May 4. The charges were sworn in August.

It all started Sunday with an attempted carjacking. Seth Packer, 22, was arrested that day, marking the first time he’s been criminally charged in B.C., which is behind why Victoria Police first released him.

“This individual was not known to the Victoria Police department,” said Victoria Police Chief Del Manak on Wednesday.

“Somebody who has no other outstanding charges and no record, they’re not likely to be held in jail for many months waiting for a trial with respect to the theft of a car,” explained criminal lawyer Michael Mulligan.

Just the next day, on Monday, April 22, police say Packer was back at it, allegedly stealing Asha Makwana’s Tesla, crashing twice, before trying to carjack someone else.

But despite Crown prosecutors asking for Packer to remain behind bars, a judge released him on house arrest.

“This is a challenge for police, Crown, and judges, at the end of the day, is trying to predict future behavior,” said Mulligan.

Upon release on Tuesday, April 23, Victoria Police say Packer broke into a home before trying to steal his fourth vehicle in 72 hours.

Not really sure what "house arrest" is, but it likely means curfew and staying at a particular designated address.

Err on the side of public safety. Keep them locked up pending trial. Don't like it? Then don't break the law.

Mounties say they have identified the vehicle that’s believed to be involved in a fatal hit-and-run that claimed the life of a teenage girl near Duncan last week.

The crash occurred around 9:50 p.m. on April 18 on the Trans-Canada Highway between Green Road and Beverly Avenue.

On Friday, the North Cowichan/Duncan RCMP said they located the suspect vehicle, and that it has undergone forensic examination.

The RCMP detachment added that its officers are “continuing to work tirelessly to advance the investigation.”
