Based on the early investigation, our initial release indicated that these two incidents which occurred on December 31st, 2019 may be connected. However, additional investigation now indicates these two incidents are not linked and are now believed not to be connected.
Additionally, further investigation into the Bastion Square incident (VicPD File 19-56157) has brought clarity to the scope of the incident and has reduced the threat to the public. While investigated initially as an attempted kidnapping file, developments within that investigation have lead investigators to believe the suspect may be suffering from mental health and/or substance abuse concerns which lead to his actions. Several tips have come forward regarding potential suspects in this file and investigators are requesting the public remain vigilant. VicPD Major Crime detectives are continuing to investigate.

so if a person is drunk for example (substance abuse concerns) they are less responsible for - or that is the cause of - their poor/criminal actions? ok.

well not only that but their actions are excusable due to their circumstances? in 1995 - 25 years ago - we outlawed the "drunk" defence against rape charges. we want to revisit that idea now?

The guy in the black trench coat that hangs out at the RBC and terrifies women is anything but "innocent", and represents a high probability that he's the Bastion Square perpetrator based on what he says to women who are entering or exiting the RBC.
That the Victoria Police Dept have asked people "not to talk about it", and "not to mention him in social media" is shameful at the least, disgusting at the most.
That the VicPD allow this guy to continue to terrify women in the downtown core is indicative of just how far our boys in blue have strayed (or been led?) from their actual mission.

Someone posted an image (from a ways away so facial features are NOT visible, but his hang out spot is pictured as the RBC cash machine area on Fort) of the kidnapping suspect, with a long description marching the police description of the suspect, asking when police are going to act.
The response: “We've spoken to the person pictured in the image. Such sharing it is not helpful to our investigation & potentially put innocent persons at risk of harm. Certainly understand the well-meaning intent behind the photo/story sharing, but these need to be shared with investigators.”
I’m not sure what the police are asking the public to do when these requests for assistance are issued, and people post information, then are sort of admonished for posting it. This individual and the police requests have literally terrified women in our community. Women are scared they’ll be the next victim and the man’s actions could escalate.
Have we already forgotten the young man who was stabbed to death by a panhandler for no reason? We’re losing control, it feels like.

I think much of what we see from the Victoria Police Department is intended as their demonstration that they don't have the budget they require to safeguard the citizens of Victoria to the level that most people feel is appropriate.
There are many that feel this may be rather overplayed by the police.
The truth likely lies somewhere in the middle, with the police playing things up along with a true shortfall in sufficient funds to accomplish their mission.
The police department should be the last place that decisions are allowed to be made as to the level of what becomes a crime worthy of their time, as demonstrated by their "hands off" approach to those living on the street.
Unfortunately, the sheer number of street people in Victoria, when combined with the hands off approach of the police, turns into a massive ongoing crisis in the downtown core, with street people damaging property, and harassing citizens on literally a minute by minute basis, 24 hours a day.
Make no mistake, the downtown core is in true crisis 24/7. A safe shopping trip to the Bay Centre, or a nice meal at Bard and Banker doesn't mean anything if a person can get assaulted at 11:00am in the morning in the middle of Bastion Square while walking back to your car.

I'd like to know if the Mayor has ever done a few night shifts riding along with her department. Does she understand the call volume, the lack of tools to deal with these people and the true nature of the criminality? Has she gone with them to meet with crime victims? Has she seen the understaffed 911 centre with callers backed up on hold? There seems to be a gap between her perceptions of the current state of crime in the city, and the experiences being communicated by both police and victims.

You know I don’t think having her ride along would change her opinion at all . It would enforce the continually playing broken record in her brain .Give more services to the street people sponsored by the general working public and then they’ll behave .
If it doesn’t work she can blame the provincial or the federal government all the while still looking as forward thinker in the community. I believe this is her true though process .
