The whole region has seen a shift, but nowhere is it more pronounced than in the city centre and surrounding communities.

The woman said she learned through social media that Brown had been released in Victoria. “I’m pretty infuriated about that,” she said.

 

She said she didn’t sign up for the Parole Board of Canada’s victim notification system because she was worried Brown would find out her address. She also missed an email from her victim services worker alerting her about his release.

Victoria police did not issue a public notification about Brown’s release.

Spokesman Const. Cam MacIntyre said when considering a public notification, the department conducts a risk-assessment of the likelihood the person will reoffend and also looks at the risk assessment done by Corrections Canada.

“In this case, it doesn’t meet the threshold required for a public notification,” MacIntyre said. “However, that doesn’t mean we are without concern. We work with our community partners to closely monitor individuals such as Brown while they carry out their sentence in our community.”

The Parole Board of Canada had no say on Brown’s statutory release but reviewed his case in order to impose conditions he must follow. A June 2020 psychological assessment found that he poses an above-average risk to commit another sexual crime and is at moderate risk to ­reoffend generally.

Brown was released on conditions not to consume alcohol or drugs and not to associate with anyone involved in criminal activity.

He must also report to his parole officer any relationships or friendships with females, after the parole board said “women are clearly at risk.”

He must reside at a halfway house and return every night, and follow the treatment plan set out by his parole office.

The woman said while her ongoing trauma means she can never be free of Brown’s crime, “he’s walking around in Victoria B.C. from the hours of 7 a.m to 10 p.m. doing whatever he wants.”

Makes it a lot easier for the drug dealers when they get free motel rooms to conduct business and their clients are all given free cash every month and are aggregated into close proximity.

Come on, that's just an unfortunate but incredibly convenient unintended side effect that nobody could have predicted.

Agreed, since homelessness, addiction and associated crime have only come about since the start of the pandemic.

If I were a drug gang, I'd be out there campaigning for certain local politicians, whose policies have set up a situation that's perfect for their business interests. With an ever-growing customer base all packed into a small area, city-sponsored anti-police rhetoric. "Tired of Surrey? Why not bring your business to Victoria! Set up an eco-friendly tent in Centennial Square! Bike to work!"

Of course, just like closing the roads in BHP stopped COVId. Our civic leaders absolutely know what they're doing.

Massage Therapist Facing Voyeurism Charge

November 18, 2020 - File: #20-17916

The Saanich Police have arrested and recommended charges against a massage therapist for one count of Voyeurism stemming from an incident that was reported to the Saanich Police on August 10, 2020. The therapist was conducting his practice at a clinic in Saanich.

Gilles-Phillipe Lavoie, 48, was arrested by officers that same day and later released with conditions and a court date in early October.

Charges have now been sworn in court and we continue to investigate this matter further. This believed to be a single incident.

“This is an extremely disturbing incident that is alleged to have occurred and we have provided support to the victim involved. We must appreciate and respect the privacy involved here, so we are not sharing any further details of the incident.”

Suspect found not criminally responsible in deadly Fredericton shooting

A jury has found Matthew Vincent Raymond not criminally responsible on all four counts of first degree murder in the 2018 shooting deaths of two Fredericton police officers and two citizens.

At times there's an uncomfortable appearance of collaboration between the drug dealing scene and the service providers. 

 

Wonder if it's similar down here as in this article. The article seems to indicate that the social worker has a working relationship with drug dealers. Makes one wonder if it was a drug dealer who warned this social worker to stay away from this camp before the massacre. And also makes one wonder if the social worker bothered to call the cops after receiving this call.
