Maybe some citizen has decided to start burning the tents down. I suspect that some people are close to the breaking point.

That doesn't appear to be what's happening with the way the two most recent fires were reported.

Perhaps we need to make greater use of house arrest or GPS tracking.

Armed Suspect Arrested By Patrol Officers
January 25, 2021 - File: #21-3296
Victoria, BC – An armed male suspect was taken into custody by Patrol officers early this morning.
Just after midnight, Patrol officers were called to a multi-unit residential building in the 400-block of Pandora Avenue for a report that an armed man was stabbing a hallway floor and threating to harm people. Patrol officers arrived and located the suspect.
Patrol officers were able to negotiate the suspect into custody at gunpoint. A knife was recovered during the arrest. No one was physically injured. This call occurred as Patrol officers simultaneously responded to another call for an armed person in another residential building.
The man was not a resident of the building, but had been a guest of a resident there. The resident later told officers that they had become uncomfortable with the suspect’s behaviour and asked him to leave, when he took a knife from their kitchen and began to threaten them with harm. They were able to get the suspect into the hallway and call 911. Other building residents also called 911.
After the arrest, officers identified the suspect and discovered that he is a youth. During this time the suspect allegedly made several threats to harm officers and others. He was held in custody for court.
This investigation remains ongoing.
If you have information about this incident and have not spoken to officers you are asked to call the VicPD Report Desk at (250) 995-7654, extension 1. To report what you know anonymously, please call Greater Victoria Crime Stoppers at 1-800-222-8477.

Replica Gun Seized As Man Arrested In Firearm Call
January 25, 2021 - File: #21-3294
Victoria, BC – A man faces recommended charges after Patrol officers responded to a call about a man with a gun at multi-unit residential temporary housing facility late last night.
Patrol officers were called to a multi-unit residential temporary housing facility in the 100-block of Gorge Road East just before midnight last night for a report that a man with a firearm tucked into his belt was there. Patrol officers arrived and located the man, who was arrested at gunpoint. Officers recovered a realistic replica handgun during the arrest.
The man transported to cells and later released for a future court date. Officers are recommending charges of breach of a court-ordered condition not to possess replica firearms.
Replica firearms present risk to those who irresponsibly possess and display them, to officers, and to our community. Officers must respond to firearms calls as though these weapons are functional firearms until such time as their investigation has determined that the item is, indeed, a replica firearm.
