Apparently the warrant for for a DNA sample. Any time an arrest for a simple warrant ends with two deaths, the suspect and a service dog--that's a procedural screw-up any way you look at it. The union statement is not helpful in any way.

especially things like how long was he given to comply? did the dog enter the vehicle? where was the suspect when he was shot (compared to officer positions)?

A Victoria criminal lawyer says his client was attacked and stabbed this week while in custody at the Vancouver Island Regional Correctional Centre on Wilkinson Road.
Denis Bernsten said his client told him he had warned a senior official at the provincial facility on Thursday of the possibility of an attack.

Additionally, while Addicott confessed, he did so with a dare to police to prove it. But not only did he dare police, he also accused them of corruption.

Union of British Columbia Indian Chiefs president Grand Chief Stewart Phillip said he “totally reject(s) that self-serving effort to whitewash this very brutal and vicious attack on an Indigenous man who was completely boxed in by police vehicles.”
“Police agencies are notorious for circling the wagons and issuing these meaningless statements attempting to whitewash these vicious attacks on Indigenous people and people of colour,” Phillip added.
The Mirror has not been able to independently verify the nature of the warrant in the case, with both the B.C. Prosecution Service and the Campbell River RCMP unable to comment.
According to B.C. Court records, Lowndes received a speeding ticket in September in Vancouver. The matter was before the court on May 28, and was deemed not disputed. Lowndes was also involved in a theft of over $5,000 in 2004 and served one year of probation.
Sauvé added that the NPF supports the Independent Investigation Office of B.C. (IIO)’s investigation into the incident and “would like to emphasize that it is critically important their review is conducted without speculation and supposition regarding the outcome, and free from undue or inappropriate external influence.”
The Ministry of Public Safety commented that “everyone deserves to be treated fairly in our province. Ensuring the police are accountable to the highest standards for fair and unbiased conduct is crucial to maintaining public trust.”
The B.C. government has established a committee to reform the Police Act. That committee has a focus on “areas that disproportionately affect racialized and marginalized people.”
The report is expected by April 28, 2022.
However, Phillip said the investigation does not go far enough.
“Our people are dying at the hands of the police. It’s intolerable.”

Victoria, BC – A Patrol officer is being treated for non-life-threatening injuries after being bitten by a woman while he was arresting her for two random assaults downtown Sunday night.
Patrol officers were called to the intersection of Government and Wharf streets at approximately 10 p.m. last night for a report that a woman had randomly assaulted two people and was being held there.
The first officer to arrive located the woman being held by two people who were also being assisted by a group of witnesses. When the officer moved to take the woman into custody, she fought with him, then bit him. The officer was then able to take the woman into custody without suffering further injury.
Witnesses reported that the woman had approached two people unknown to her, confronted and then assaulted each of them. The two victims were able to work together to bring the random assaults to an end and held the woman while nearby witnesses called police. They reported that while they were holding the woman to prevent further assaults and waiting for officers to arrive, she spat in both of their faces.
The woman was returned to cells where she was held until sober. She was released on conditions with a pending court date.
The two assaulted individuals and the officer require additional medical treatment as injuries that involve biting, spitting and bodily fluids can also carry the potential risk of complications.
The woman was not injured.

A series of small fires in Beacon Hill Park led to the arrest of a woman wanted in Duncan.
At approximately 5:30 p.m. on Sunday (July 18), the Victoria Police Department responded to a report of a woman using a small torch to ignite the grass at Beacon Hill Park. Several bystanders were following the woman, extinguishing the fires before they could spread.
The first officer to respond found the woman near the intersections of Douglas and Simcoe streets. While attempting to arrest the woman, she fled to a nearby van, which she started and attempted to drive away in, according to a release from VicPD. At this point, the officer deployed pepper spray, forcing the woman out of the van, but she fled on foot.
The officer stopped the running van and called for backup.
Officers were then flagged down by a person on Douglas Street, who said a woman had broken into their suite, taken clothes from their closet and started a shower. Officers entered the suite in question and located the woman in the bathroom, who was then arrested without further incident.

Officer Catches Fleeing Impaired Driver

On Monday, July 19th, 2021 two Saanich Police officers were parked near the intersection of Shelbourne Street at Cedar Hill Cross Road when they heard a loud crash at 1:50 a.m. As they drove toward the sound, they saw evidence that a vehicle had crashed into the concrete centre island on Cedar Hill X Road, leaving a trail of debris and fluids which they then followed into a parking lot on Ophir Street.
As the officers pulled up, they saw a man get out of the driver’s seat, who then chose to run from the vehicle. One of the officers was able to catch the driver as he failed to climb a nearby fence.
As the investigation unfolded, it was discovered that the driver was prohibited from driving a motor vehicle, was in breach of probation stemming from a break and enter conviction, and later provided breath samples that were twice over the legal limit.
“This individual made a series of poor decisions that posed significant risks to the public, fortunately only resulting in substantial consequences for and him alone.”
The man, 36, from Nanaimo, is now facing charges of impaired operation of a conveyance, breach of probation, and driving while prohibited.

Police investigating suspicious fire at Colwood house

West Shore RCMP officers and Colwood Fire Rescue Service are on scene at a possible arson in a Colwood neighbourhood.
On July 19, 2021 at approximately 11:30 pm, multiple reports were received of a fire at a house on Betula Place, Colwood BC. When crews and police arrived, neighbours told them that the house was vacant. This was confirmed and no one is believed to have been harmed in the fire. The neighbour who reported the fire also kept it from spreading, using his water hose to keep the flames under control until the Colwood Fire Rescue Service arrived and put the fire out.
After containing the fire to the back of the house, Colwood Fire Rescue Service determined that the source of the fire was suspicious in nature. The West Shore RCMP General Investigation Section is on scene conducting an investigation.
If this had caught and spread we would be dealing with a very different, possibly tragic situation, said Cst Meighan MASSEY, Media Relations Officer for the West Shore RCMP, It is due to the swift actions of the neighbour who spotted the fire that this did not spread and cause further damage.
