Family of slain Indigenous man confront RCMP in Campbell River

July 20, 2021

“Imagine what those three gunshots sounded like,” Laura Holland told Campbell River RCMP members on Tuesday afternoon.

“I’ll never see him again,” she continued. “I’ll never see my son’s face again.”

“The next time, we’re going to be so loud that Canada will never kill another Indigenous person… we’re not going to back down.”

Holland’s voice was nearly drowned out by drums just outside the detachment doors. On the front lawn of the building, over 100 people gathered to mourn Jared Lowndes and protest the manner of his death.

Clearly the RCMP officer should have tried to de-escalate the situation after having been attacked with a knife. No reason to use deadly force to defend yourself against a knife wielding suspect especially if they aren't white. Sounds like the victim here dindu nuffin wrong and was just getting his life back together.

i don't think he was attacked with a knife.   nobody has even suggested that.  not the RCMP not the eye witnesses.

My guess (and since I have no expertise it is purely a guess) is this: it seems Lowndes was shot three times in the face, in his car. So Lowndes was probably killed instantly. We know that he had stabbed the police dog that apparently was inside the car with him. The RCMP handler likely rushed into the car to rescue the dog and cut himself on the knife.

 

I can think of no other reason why the RCMP would word the release the way they did. The cop was injured but wasn't stabbed.

they may well have suggested he had a "knife wound" to account for any abrasion on the cop.   at the time of the press release nobody really knew what happened for sure.  except the suspect had bullets in his face and the cop was missing a few bullets from his gun.

The RCMP couldn't have chosen a worse time to pull their time-worn old "blame the victim" dog and pony show. They probably had no idea he was Indigenous at the time. When they found out they went, oh crap.

The fatal shooting of an Indigenous man in Campbell River in a confrontation that also left a police service dog dead raises questions about the use of police dogs to apprehend suspects, says a criminal defence lawyer.

 

Sarah Runyon said she’s concerned there’s a “systemic over-reliance” on the use of police service dogs in situations that call for de-escalation.

 

“We need to re-evaluate our willingness to accept that a dog can be deployed to not simply trace, but to apprehend and confine, when common sense and experience dictates that the likely result is serious bodily harm,” Runyon said.

Runyon said that in recent years, she has represented a number of people, most often Indigenous men, who feel police have responded in a way that was out of proportion to what the situation warranted.

 

Runyon represented Shane Roberts, who was also bitten by Gator, during an arrest on July 30, 2016. Roberts drove away during a traffic stop and was pursued by police. Roberts, who had no previous criminal record, is also Indigenous. He suffered severe complications as a result of the dog bite. He spent several months in the intensive care unit and almost lost his leg.

 

Runyon has also launched a Charter challenge for another Campbell River man, Ray Sharkey, who was bitten by Gator in January when he tried to run away from police after a domestic incident.

 

In 2015, the province introduced new guidelines saying police would no longer be able to deploy dogs to bite people suspected of relatively minor crimes. The standards follow a report that found dogs are the leading cause of injury by police forces across British Columbia.

 

Provincial policing standards say a bite might occur if the person is causing, or about to cause, bodily harm to an officer, a third party or the police dog, or if the person is fleeing or hiding and there are reasonable grounds for immediate apprehension by a police dog bite.

 

Police dog handlers must also conclude that the bite is justified and that no lesser use of force would be effective. They must consider the seriousness of the offence, the potential risk to people, whether the person could be apprehended at a later time, whether a weapon is involved and whether the person has threatened violence or has a history of violence.

On July 16, 2021, at 5:15 p.m. a Bike Section officer was on Carey Road when he observed a cyclist commit two Motor Vehicle Act offences. The officer stopped the cyclist, who was shortly thereafter arrested on the strength of outstanding warrants.

During the search, the officer located a Glock handgun that was later proven to be an airsoft gun. The cyclist also had other weapons on his person, including a folding knife and a slingshot, despite being bound by court conditions not to be in possession of any weapons. He was taken into custody and is now facing new charges for breaching conditions of his probation order.

“We continue to come across replica firearms, particularly those that imitate ones carried by police officers. These pose a significant safety risk to the general public, those that carry them, and any police officer responding to a call about a person carrying one, as police are trained to treat all firearms as real until proven otherwise. While owning an airsoft or replica firearm is not illegal, discharging them is prohibited in the Municipality of Saanich.”

Christopher Robin Beaton is charged with luring a child under the age of 18 on Dec. 29, 2018 and Feb. 24, 2020 in Nanaimo.

I was driving through Campbell River earlier in the week and turned into the local radio station. They had a woman on during a news segment who was making stickers or patches commemorating the dead dog, and how popular they where, and how she can’t keep up with demand.

^ The dog is a proxy and what I have been warning about since May. Most smart FN leaders have figured it out. Unfortunately the activists in any group want conflict and hate because they build their power from it. The fact that it destroys their own community in the process is meaningless to them.

There was a glass-smashing spree along Fort Street last weekend. A woman was caught after the windows of several Downtown businesses were destroyed. Russell Books, Island Blue, The Blue Fox and reportedly the Volvo lot of Cook and Yates were randomly targeted. Witnesses including a Blue Fox chef chased the perp and she was captured by police. 

 

Supposedly, people under the influence of meth have a thing for the sound of breaking glass, no joke.

 

I am informed that the woman caught doing this is remorseful--is not a druggie, just someone having a very bad day, full of rage and that they've never done anything like that before and that she has agreed to pay for the broken glass.
