Witnesses, Information Sought In Wharf Street Sudden Death Investigation

Date: Thursday, November 18, 2021

File: 21-46073

Victoria, BC – Detectives with VicPD’s Investigative Services Division (ISD) are seeking witnesses and information as they continue to investigate the sudden death of a female on Wharf Street yesterday morning.

Shortly after 10 a.m. on Wednesday, November 17th, officers received a report from BC Emergency Health Services paramedics of a female in medical distress in the 1200-block of Wharf Street. Sadly, despite medical treatment on scene, the female died.

ISD Detectives, along with officers from VicPD’s Forensic Identification Services (FIS), attended the scene and are continuing the investigation.

The BC Coroners Service is continuing an independent investigation to determine all of the facts surrounding the death.

My family has had personal experience with this before many years ago  . From what was said by the child about  the old woman’s behaviour I’m positive it was a man . Unfortunately the child at the time  just  thought it was a crazy old woman who was good at running and hoping fences. It was never reported .

Officers Bitten, Punched And Kicked In Separate Mental Health Calls

 

Date: Thursday, November 18th, 2021 - File: #21-45485, #21-45925

 

Victoria, BC – One officer sustained bite injuries and another was punched and kicked in the face while responding to separate mental health-related calls in the past week.

 

21-45485 | Shortly after 1 p.m. on Friday, November 12th, Patrol officers responded to a 911 call that person returned to their residence in Victoria to find blood on the ground, walls and doorway. The caller further reported that their partner was screaming from inside the residence. Officers arrived on scene to find the partner standing on top of a vehicle on the street and striking the hood while covered in a significant amount of blood. The person then ran down the street screaming. Officers determined that the person was suffering from a mental health crisis and needed to be apprehended under the Mental Health Act.

 

When officers attempted to apprehend the person they fought with police and bit an officer’s finger. The person refused to release the bite on the officer, and additional officers utilized a taser to free the officer’s finger and get the woman under control. The woman was transported to hospital for a mental health assessment and for treatment of non-life-threatening injuries. The officer was transported to hospital for treatment of a serious bite-wound and was unable to complete that shift.

 

21-45925 | Shortly before 11 a.m. on Tuesday, November 16th, Patrol officers responded to a report that an unknown man had entered a walk-in freezer at a grocery store in the 800-block of Viewfield Road in Esquimalt and refused to leave. The temperature in the freezer was -25 degrees Celsius causing concern for the man’s wellbeing. Officers arrived and spoke with the man, who agreed to leave the freezer.

 

As the officers were walking the man outside of the building, he suddenly punched an officer in the face. A struggle ensued and the man then kicked the same officer in the face. After a continued struggle officers were able to take the man into custody. He was transported to hospital for a mental health assessment. The officer who was punched and kicked also suffered a shoulder injury and was unable to complete his shift. He remains off-duty.

Investigation Ongoing After Esquimalt High School Incident

 

 

Date: Thursday, November 18, 2021 - File: #21-44776

 

Victoria, BC – An investigation is ongoing after a youth was stabbed at Esquimalt High School this afternoon.

 

Shortly before 1 p.m. this afternoon Esquimalt Division Patrol officers responded to a report of a fight involving students at Esquimalt High School. During the altercation, one of the students was stabbed. The victim was transported to hospital with non-life-threatening injuries.

 

Officers attended and arrested one youth in relation to this incident. The youth was transported to VicPD cells and our investigation is ongoing.

 

No other students were injured and there are no concerns at this time for the safety of students or staff at Esquimalt High School or the nearby community.

 

This incident remains under investigation.

 

 

Witnesses Sought In Stabbing

Victoria, BC – Investigators are asking for those with information to come forward after a young man was stabbed in the head, arm, and hands in downtown Victoria early Tuesday morning.

 

Just after 2 a.m. on Tuesday, November 16th, Patrol officers were called to the 500-block of Yates Street by B.C. Emergency Health Services (BCEHS) paramedics after they received a call for assistance after a person had been stabbed. When someone is injured in a violent incident, police officers move in first to secure the scene and ensure the area is safe so paramedics can provide medical aid. Officers arrived and found the victim in a pool of blood being given first aid by shelter staff, suffering from potentially life-threatening injuries.

 

With the scene secured, BCEHS paramedics quickly moved in to provide emergency first aid. Officers assisted in applying a tourniquet as the victim was rushed to hospital. An officer rode in the ambulance with the victim and paramedics to assist. After treatment, the victim’s injuries were determined to be non-life-threatening.

 

VicPD’s Forensic Identification Section (FIS) attended to document the scene and detectives with our Investigative Services Division (ISD) Major Crime Unit are continuing to investigate this incident.

Information Sought After Man Assaulted With Baseball Bat

 

Date: Thursday, November 18, 2021 - File: #21-44776

 

Victoria, BC – Officers are asking those with information to come forward as we investigate a report that a man was assaulted with a baseball bat near Topaz Park.

 

Shortly before 5 a.m. on Sunday, November 7th, Patrol officers responded to a report that a man had been assaulted with a baseball bat in the area of Topaz Park in the 900-block of Topaz Avenue. A security guard in the area reported that he found a man who had been the victim of the assault near the washrooms at the south end of the park.

 

Officers attended and spoke with the man, who reported that he was assaulted at approximately 3 a.m. in the parking lot at the south end of the park, near Topaz Avenue and Blanshard Street.

 

BC Emergency Health Services paramedics attended and transported the man to hospital for treatment of non-life-threatening injuries.

 

This incident remains under investigation.

-What a non-starter...Victoria ain't what it used to be, yet also in the story it says that gun violence is still low and that many of the guns "seized" by police were actually turn-ins by old folks or people losing interest in shooting sports...

VICTORIA - When it comes to firearms, the City of Victoria isn’t what it used to be.

“The Victoria that we’re living in right now is not the Victoria of five years ago or even 10 years ago,” said Const. Ron Kirkwood, firearms coordinator for the Victoria Police Department.

“We weren’t seeing too many firearms. It was just a handful, really.”

VicPD seized 61 firearms in 2020, according to a list of seizures released to CTV News Vancouver Island through a freedom of information request.

Of the guns seized, 28 are rifles, 22 are handguns and 11 are shotguns. The full list of seizures is at the bottom of this story.

“There are firearms here that would’ve been owned by cowboys in the 19th Century,” said Doug Bancroft, Victoria Fish and Game Protective Association president.

The guns range from an 1840 musket to common hunting rifles to a fully automatic Glock. The Glock and six other firearms seized last year are prohibited, meaning Canadians aren’t allowed to own them.

“I’ve been watching with alarm some of the things I’ve seen on individual cases being seized by the police,” Bancroft said. “I don’t recall this when I was a youth growing up in Victoria.”

Even Teslas seem vulnerable to "relay attacks," a high-tech form of auto theft in which thieves hijack your own key fob remotely to gain access to your vehicle.

They’re known as “relay attacks.” It’s a technique increasingly used by car thieves to enlist your own key fob so that they can help themselves to your car. It’s not all that new in the world of auto theft but several rashes of this insidious problem are cropping up again all over the world, so it’s worth discussing.

Higher priced luxury vehicles seem to be the main target of “relay” thieves, who often steal specific in-demand vehicles on order. Often these vehicles are quickly dispatched to port cities, loaded into containers and shipped overseas, never to be seen again.

The key fob is a miracle of modern automotive technology, but its strength for driver convenience is also its weakness and it’s all about the radio waves.

The fob is constantly transmitting, so you really need to keep it covered by some sort of a metallic sheath when it's not being used. But that's sort of a PIA, so I dunno, it's just one of those things, unfortunately.

It's a thing, 100%. It's the easiest way to steal a car that has the push-button starter.

Hatchet-Wielding Man Arrested After Witness Photo Posted on Instagram

 

 

Date: Monday, November 22, 2021 - File: #21-46236

 

Victoria, BC – A man who was seen chasing a man while wielding a hatchet was arrested by Integrated Canine Service officers and VicPD Patrol officers Thursday after he was spotted by a citizen who had seen his photo, captured by a witness, on our VicPD Canada Instagram account.

 

On Thursday, November 18, 2021, just before 1 p.m. Patrol officers were called to the 700-block of Fort Street for a report that a man was chasing another man while wielding a hatchet. The victim fled from the armed man and approached a group of people waiting in line outside a nearby business to ask them for help and to call police. The armed man then left the area, but not before a quick-thinking witness took a photograph of him. When officers arrived, the witness shared the man’s photo with them. VicPD then shared the man’s photo on our Twitter and Instagram social media accounts.

 

A short time later, another witness who had seen the man’s photo on our Instagram account, called 911 to report they had seen the suspect. An Integrated Canine Service officer with Police Service Dog Koa attended alongside Patrol officers, located the man, and took him into custody without incident. Officers searched the man and recovered a hatchet. He was transported to VicPD cells and held for court.

 

The suspect is well-known to police with over 100 recommended charges and many convictions. He faces recommended charges of assault with a weapon.

 

No one was physically injured.

 

Investigators are working to determine if this incident is connected to other reports of a man chasing people with a hatchet downtown.

Hwy 17 Traffic Disruptions Yesterday

Date: November 22, 2021 - File: #21-26231

On Sunday November 21, 2021 at 3:30 PM, a Traffic Safety Unit officer came across a group on Highway 17 that had gathered in the northbound travel lanes, holding signs and impeding traffic. They created an immediate safety risk for themselves and all that were travelling along Hwy 17. As a result, our officers closed the highway and began to assemble resources.

The Saanich Police had no prior knowledge of this unauthorized road closure and had not received any notification that it was going to take place.

The Canadian Charter of Rights and Freedoms affords everyone the right to peaceful, safe and lawful assemblies. While the group was peaceful, their actions were neither safe nor lawful. While no arrests were made last night, our Major Crime Unit is conducting a criminal investigation which may result in a recommendation of charges to Crown Counsel.

Resolving incidents of this nature safely for the public, the police, and those causing the disruption requires considerable planning and specialized resources, including coordination with other emergency services to develop alternate routes. We acknowledge the significant impact that this incident had on members of our community and regret the inconvenience caused by this traffic disruption. We appreciate the patience and understanding shown by the community while police worked to ensure everyone’s safety.

Police seeking dashcam video after argument at gas station

 

2021-11-22 - File: #2021-21396

 

On November 19th, 2021, at 1:05 p.m., West Shore RCMP responded to the Shell gas station located at Island Hwy and Six Mile Rd in View Royal after receiving a dispute between a pedestrian and a motorist.

 

Officers attended after it was alleged that the motorist had driven over the pedestrian’s foot and where the pedestrian had kicked the motorist’s car.

 

The gas station was very busy at the time and there was a line of vehicles leading from the pumps across the parking lot, across the sidewalk, and down the outside lane of the Island Hwy. Officers reviewed video surveillance of the gas station, however the incident was not capture on video.

 

West Shore RCMP is asking anyone who may have witnessed this altercation around that time or may have dashcam video to contact West Shore RCMP at 250-474-2264.
