Police on Vancouver Island are investigating a homicide that allegedly took place in Langford on New Year’s Eve.

Shortly after 12 p.m., West Shore RCMP attended a residence on Selwyn Road in Langford for a welfare check.

Once inside the residence, officers discovered the body of a deceased female, and a male was taken into custody without incident, according to a BC RCMP press release.

Yellow police tape surrounded a single-storey blue home at 19-2587 Selwyn Rd. in the Arbutus Ridge Estates community for seniors Saturday morning. B.C. Coroners Service and West Shore RCMP are at the scene.

 

“Officers will continue to remain at the scene for the next few days while the investigation progresses,” said Manseau.

 

Langford Coun. Lillian Szpak, chair of protective services committee, confirmed she was contacted by West Shore RCMP Saturday morning and informed there was “a homicide yesterday in Langford at the trailer park, on Selwyn and … a male is in custody; the deceased is his mother.”

 

Szpak said her heart goes out to the family and friends of the deceased and to the first responders. The RCMP are working hard on the case and it’s good to know no members of the public are considered at risk, she said.

 

B.C. Emergency Health Services confirmed Saturday there was no call for an ambulance to the address.

 

Kevin Lee, a neighbour, said the mother in the home was named Raye, is about 60 years old, and the son Ryan, is about 28.

 

“A couple of neighbours are pretty upset and having a hard time dealing with it,” said Lee. “I just can’t believe it either. I just don’t understand what happened.”

 

Lee said when he left for work at 5 a.m. Friday he saw son Ryan “coming home from wherever he was, because sometimes he goes out late at night and comes home early in the morning.”

 

By the time Lee arrived home in the afternoon at about 2:30 p.m., police were on the scene.

 

Lee was told by a neighbour that son “Ryan was taken way in handcuffs.”

 

Lee said he was interviewed by police and was told that the death was suspicious.

 

The mother and son have lived in the home about two years, said Lee. The mother worked as a cleaner and the son was off work because of a disability, he said.

 

The two could often be heard fighting, said Lee. “I live right across the street,” he said. “You could hear the arguments from over here but I never knew what they were arguing about and when he’d come over he’d say they were just fighting.

 

“I told him I didn’t want to know why, I didn’t want to be involved, because I like the both of them so I didn’t want to get in the middle of everything,” said Lee.

 

But beyond the verbal yelling he heard, Lee said he hadn’t worried for the mother’s physical safety.

Raymonde Elder was a beautiful, sweet, caring person who was loved by everyone who met her, her grieving family said Monday.

 

The Langford woman was found dead in her Selwyn Road home at Arbutus Ridge Estates mobile home park last week. Her son, Ryan Robert Elder, was arrested and has been charged with her second-degree murder sometime between Dec. 25 and Dec. 31, 2021.

 

Raymonde, who owned a cleaning company, was going to celebrate her 60th birthday in March. She was one of five siblings who emigrated from Scotland to Victoria with their parents in 1967.

 

“She was loved by a lot of people,” said her older brother Alex McEwen.

 

“She wouldn’t hurt a fly. She used to enter a room and the place would light up. She was so funny. We used to have some great laughs together.”

 

Raymonde loved her animals and was a happy person. She remained close to family members in Scotland, even with the distance, he said.

 

“She didn’t have a mean bone in her body,” said her younger sister, Denise McEwen. “This is so unfair. She always helped everybody. She gave way more than she received.”

 

Her son Ryan struggled with mental health issues. Raymonde let him stay with her, but she needed support from the mental health system. There were no options for him and no help, said Denise.

 

“There are so many kids like him everywhere. As a family, we tried to do as much as we could, but you can only do so much. If you don’t have a support system backing you up, you’re left with a revolving door,” said Denise.

 

“It’s gut-wrenching. I don’t know what can be done. We’re just another statistic. Other families have gone through this and there doesn’t seem to be help for anyone.”

UPDATE | Mischief Suspect Turns Self In After Vandalism Caught On Video

Victoria, BC – A suspect in a December 12th, 2021 mischief has been arrested after turning himself in to police this morning.

 

On December 12th, VicPD officers were contacted after multiple people discovered damage to buildings at 845 and 848 Yates Street. Upon reviewing surveillance footage, those reporting the incident noted that the incident had been captured on surveillance video.

 

The video was released as part of our investigation. Several people recognized the suspect from the video and contacted police. The suspect’s counsel contacted investigators to arrange his surrender to officers.

 

The suspect was arrested and released pending a future court date and faces recommended charges for mischief below $5,000.

Conditional sentence for man who torched Hornby school

Times Colonist - 6 Jan 2022

A Courtenay man set fire to the Hornby Island Community School three years ago because he wanted to get arrested and go to jail.

That was revealed in the sentencing decision by provincial court Judge Ron Lamperson after Bridge Shannon Warwick, 28, pleaded guilty to the Aug. 26, 2018, fire that destroyed the school.

Lamperson concluded that Warwick’s intellectual disabilities contributed to him setting fire to the school and significantly reduced his moral culpability. In late December, he sentenced Warwick to 20 months in jail, which he can serve in the community, followed by three years of probation.

“While there is no doubt he lit the fire intentionally, and while he recognized it may well result in the burning of the school, I find that but for his significant cognitive disability it is unlikely he would have committed the arson,” Lamperson said in his 51-page decision.

Warwick’s thought processes leading up to the event were muddled, irrational and difficult to follow, said the judge. He was unhappy and felt rejected and angry.

“It was clear his primary motivation was the hope he would get caught, arrested and be sent to jail. He thought he would like it there,” said Lamperson.

The judge said Warwick thought he wouldn’t have to work in prison and told his psychiatrist: “‘They feed you. You can just smoke weed and play video games.”

Warwick had lived on Hornby with his mother for about 10 years before he moved to Courtenay. In August 2018, he was living with a woman caregiver and developed romantic feelings for her that were not reciprocated. One evening a week before the fire, Warwick thought he heard her having sex with a male friend and became jealous and upset. On Friday, Aug. 24, he got some money out of the bank, bought some food and wine and took the ferry to Hornby.

Warwick told his mother about the arson that day and they told the Hornby fire chief. On Aug. 28, Warwick went to the Comox Valley RCMP and gave a lengthy confession to police.

ok so the judge has clearly said he has developmental disabilities that prevent him from being able to think clearly and rationally as an adult.. and his actions cannot be treated as a person who has a clear understanding of what they are doing...now that we have established that.. he gets out of jail, living with a care provider again..what is going to prevent this situation from happening again.. clearly he cannot be left on his own devices and not on the streets to burn down another building because he gets angry and wants attention  (the link states the fire cost close to $13 million to temporarily bring in portables and rebuild the school because he felt unhappy angry and rejected)

I'm not sure that putting him in jail for 2 years makes it any better though.  He now has a 56-month sentence under which he will be monitored and need to behave.  That's probably OK.
