Now? That arrangement goes back a long way. COVID was the reason, I was told well over a year ago.

Cowichan Bay:

Just before 10a.m. on May 24, the North Cowichan / Duncan RCMP was forced to close Cowichan Bay Road during an active, and quickly evolving policing incident.

Initially a complaint of an unknown man acting erratically and aggressively on Westcan Terminal Road was received, but when frontline members arrived, they located a different individual suffering from an injury, after their vehicle was located in a channel of the Cowichan River, in approximately 4 feet of water.

At approximately the same time another 9-1-1 call was received by someone stating that an unknown man arrived at their residence and threatened to steal their vehicle.

Members of the Shawnigan Lake RCMP, along with Police Dog Services were contacted for assistance. A description of the man was given and he was quickly located by North Cowichan / Duncan frontline members not far from the most recent complaint.

The man presented what appeared to be a weapon to the on scene members. Immediately a decision to close roads in the area for the safety of the public was made said BC RCMP Division Media Relations Officer Sergeant Chris Manseau After several minutes of discussions, and a short foot pursuit through a forested area, the man was taken into custody without incident or injury. The weapon he presented was determined to be a replica.

The North Cowichan / Duncan RCMP thank all drivers and residents in the Cowichan Bay area for their patience during the time that the roads were closed while this individual was taken into custody.

The investigation remains ongoing, and charges under the Criminal Code are being considered.

It’s now been determined that the arrested man threatened the driver of the vehicle, leading them to drive off at high speed, causing their vehicle to come to rest in the river. Manseau added. The person inside the vehicle was transported to hospital for their injuries.

The roads in the area were closed for less than an hour, and have since re-opened.

Hold the fort, the "experts" have chimed in.    Looks like the problem is our mild winters.  Or more specifically lack of access to commercial ski hills I guess.

 

 

 

 

Experts agree that an increase in youth violence is a regional issue, especially related to incidents in downtown Victoria.

 

Mia Golden is a youth counsellor with Pacific Centre Family Services Association with Mobile Youth Services Team (MYST), which she coordinates with Victoria Police Const. Gord Magee.

 

“We’re seeing kids from Sooke, the West Shore, Oak Bay, Sidney, basically all municipalities in the region head downtown to party,” Golden said. “That’s led to an increase in the incidents we see happening. We’re seeing an increase in violence and youth carrying weapons like knives and pepper spray.”

“Youth, developmentally speaking, crave a sense of belonging, adventure and connection to other youth,” she said.

 

During the winter months in other regions, youth might have skiing, snowboarding, and other activities available as an outlet that isn’t available to youth in Victoria.

 

“All of the municipalities in the region could definitely use more activities,” Golden said. “Without those activities, the kids come downtown.”

 

Social media plays a role as well.

 

“Often, these kids don’t know each other but connect online and make plans to meet,” she said. “Drugs and alcohol are involved, including access to harder drugs. We’re seeing harder drugs now being considered as a party drug.”

Three Arrested After Random Bear Spray Attacks, Additional Information Sought

Date: Wednesday, May 25, 2022 - File: #22-18964

Victoria, BC  VicPD officers are seeking information and dashcam footage after arresting three occupants of a vehicle who reportedly bear sprayed several pedestrians early Monday morning.

Shortly before 3 a.m. on Monday, May 23 rd , Patrol officers responded to the area of Douglas and Yates streets for a report that the occupants of a black Mercedes vehicle had sprayed several pedestrians with bear spray. The occupants of the vehicle sprayed the pedestrians while they drove past in the vehicle and then fled the area. On scene, officers identified four separate victims of the random attack. Two of the victims required treatment from BC Emergency Health Services paramedics.

Additional responding officers located the suspect vehicle shortly after the incident near Government and Fisgard streets. The three occupants of the vehicle, all men, were arrested for assault with a weapon and transported to VicPD cells. They were later released with a court date and conditions. Officers seized a cannister of bear spray from the suspect vehicle.

Officers believe there may be additional victims of this incident or witnesses who have yet to speak with police. Mischief investigation at Premier’s office in Langford

2022-05-25 - File: #2022-8604

The West Shore RCMP are aware and investigating a mischief that occurred this morning at John Horgan’s MLA Community Office in Langford.

At 9:30 A.M., the West Shore RCMP responded to a report of approximately 5 people discarding and throwing manure at the front doors of John Horgan’s MLA Community Office. In addition, signs were placed in the manure pile and posted on the front doors of the office. The suspects are believed to be supporters of Save Old Growth.

The incident took place just before 9:00 A.M. and the suspects departed before police arrival.

If you recognize anyone in the photographs or video or observed a vehicle associated to this incident, please contact the West Shore RCMP at 250-474-2264.

Victoria, BC – VicPD officers are asking for your assistance to locate Franklin Cook, who is wanted on a Canada-wide warrant after failing to return to his community-based residential facility in Victoria.

 

Franklin Cook is serving a more than five-year federal sentence for armed robbery, disguise with intent, break and enter, and administering a noxious substance. Franklin Cook is described as a 35-year-old Indigenous man standing five feet, six inches tall, and weighing approximately 165 pounds. He has black hair and brown eyes. A photograph of Franklin Cook is below.

^ all the other guys on CWW they never admit they were loose from Victoria halfway houses. Just this year, more than 7 other people.

It’s interesting the way VicPD plays them all.
