Posts about not feeling safe walking through parks or things having been better “when I was growing up” are frequent.
Yet, crime rates in the Victoria Police Department’s district of Victoria and Esquimalt have remained fairly consistent over the last decade, and are significantly lower than they were two decades ago.

You can always count on the NDP to double-down on every one of its failed policies.

Sorry to keep beating this horse but it's not comming from their ranks. This is yet again another UN driven initiative....
Not that I disagree with anything in particular in these ideas but I disagree with our local politics being driven by these NGOs in a non-transparent way.
Reducing reoffending through rehabilitation and reintegration
37. Promote a rehabilitative environment in correctional facilities, including through
designing and implementing effective treatment programmes based on an individual
assessment of the needs and risks of offenders, and provide offenders with access to
vocational and technical training and educational programmes to support them to
develop the necessary skills for reintegration;
38. Promote a rehabilitative environment in the community to facilitate the social
reintegration of offenders with the active involvement of local communities, giving due
regard to the need to protect society and individuals and the rights of victims and
offenders;
39. Promote multi-stakeholder partnerships to reduce reoffending by fostering interagency coordination among relevant government authorities, such as employment and
social welfare agencies and local governments, as well as public-private partnerships
between those authorities and the community, including cooperating employers and
community volunteers who support the long-term and social reintegration of
offenders;

The 14th Crime Congress, held under the overall theme “Advancing crime prevention, criminal justice and the rule of law: towards the achievement of the 2030 Agenda”, brought together more than 5,000 participants from all over the world. A record 152 Member States were represented at the Congress along with 114 non-governmental organizations, 37 intergovernmental organizations, 600 individual experts and several UN entities and institutes. Most of the participants joined online, via a special event platform, while a limited number of participants attended in person in the Kyoto International Conference Centre.
At the beginning of the high-level segment, Member States adopted the Kyoto Declaration, under which governments agreed on concrete actions to advance responses addressing crime prevention, strengthening criminal justice and promoting the rule of law and international cooperation, including against the backdrop of the COVID-19 pandemic.
At the very least they could state that they are following through with the commitments they made to this organization and this declaration....

On October 2nd 2022, the West Shore RCMP received multiple calls for service regarding a vehicle that was stolen from the Shell gas station located at 498 Island Highway in View Royal.
Police learned that a male suspect identified as Glenn Patrick George (56 years old), stole a 2002 Mazda Protégé from the Shell gas station. The owner of the vehicle was nearby and attempted to stop the theft by grabbing onto George. George began driving the vehicle and dragging the owner approximately 100 feet. The owner sustained physical injuries and was taken to the hospital, he is expected to recover.
George crashed the stolen Mazda into a parked camper van and continued driving dangerously at a high rate of speed along Island Hwy while swerving into oncoming traffic. George then crashed into a second vehicle, a Volkswagen Golf. The driver of the Volkswagen Golf followed George and was able to call and alert police of the whereabouts of George. George came to a stop on Price Rd in View Royal where he was surrounded by witnesses, their presence prevented him from leaving the scene until West Shore RCMP members arrived.
George was taken into custody without incident and made his first court appearance on October 3rd. George was charged with the following offences: theft of a motor vehicle Sec 333.1(1) C.C., assault with a weapon Sec 267(a) C.C., operate a vehicle in a manner dangerous to the public Sec 320.13(2) C.C., Fail to stop a vehicle and provide your information after it was used in a reckless manner Sec 320.16(1) C.C.
West Shore RCMP is still investigating this incident. We want to thank the members of the public who alerted the police and prevented George from leaving the scene. Their brave actions no doubt prevented further harm from being caused. It is important to reflect on how dangerous car thefts can be, in this case the owner of the vehicle sustained injuries while trying to prevent his vehicle from being stolen. If you find yourself in a similar situation, please find your way to safe place and call police for help, said Inspector Stephen Rose, Officer in Charge of Operations at West Shore RCMP.
Glenn George known to police and has a lengthy Criminal Record with numerous convictions for theft and failure to comply with the conditions he has been placed upon. He is not a resident of the West Shore. Glenn has been remanded into custody until his next court appearance on October 13th.

Well it certainly is futile if you immediately put them back out onto the street. Try arresting then incarcerating, and let's have a look at how that works.

The attempt to soft-pedal the alarming report on prolific offenders and random stranger attacks backfired on the NDP government Tuesday, as Opposition Liberals spent question period yelling loudly about it.
It fell to Attorney General Murray Rankin, who subbed in after David Eby quit to run for the party leadership, to defend the NDP’s law and order record. Liberals are going to load as much blame as possible for the crises highlighted in the report on “catch and release” Eby.
Solicitor General and Public Safety Minister Mike Farnworth shares some of the cabinet responsibility for the assorted breakdowns in social order. But he’s not running for the leadership and Eby is.
He has got a lot to answer for, via Rankin. The responses were mostly along the traditional lines of throwing the B.C. Liberals’ record back in their faces. A tiresome comparison of which government did the worse job of letting public safety erode fills up a lot of debate time, but accomplishes little.
(It did accidentally provide a little glimpse of some shared views. At one point, Rankin said: “You can’t simply arrest your way out of this problem.” That raised some eyebrows, but the new Liberal MLA, ex-cop Elenore Sturko, said essentially the same thing during her recent campaign.)
The main point, as hammered home in the report, is that street crime has been percolating as an issue for years, and now the two most frustrating and terrifying components — prolific offenders and random stranger attacks — have reached full boil.

Victoria, BC – Officers are asking for your help as we work to identify and locate a suspect in a theft and subsequent assault that occurred at a business in the 1900-block of Foul Bay Road last week.
Staff reported to officers that just before 5:30 p.m. on September 27th, 2022 a man entered the store in the 1900-block of Foul Bay Road, placed merchandise in his bag and then carried a second piece of merchandise up to the till area. The man then left the second piece of merchandise at the till and attempted to leave the building with the original merchandise in his bag. When a staff member moved to speak to him about the merchandise in his bag, the man suddenly assaulted the staff member and fled the store.
The staff member was not physically injured in the incident.
The suspect is described as a Caucasian man, approximately 38 years-old, standing five feet, ten inches tall with a slender build. He has short brown hair, parted to one side, was clean shaven and wore rectangular frame eye glasses. At the time of the incident he was wearing a grey hooded sweatshirt, dark pants and distinctive brown lace-up hiking boots. He was carrying a black messenger-style bag.
The incident was captured on surveillance video and a still image of the suspect is below.
