Officers Investigating Assault With Weapon

 

Date: Wednesday, February 1, 2023 - File: #23-4006

 

Victoria, BC – Patrol officers are investigating an assault with a weapon call that saw one person transported to hospital with non-life-threatening injuries this afternoon.

 

Just after 3:45 pm, witnesses called 911 to report that a person was being attacked by a group in the 500-block of Yates Street. Officers arrived and located the victim who had been assaulted with a weapon resulting in serious, but non-life-threatening injuries. The victim was transported to hospital by BC Emergency Health Services Paramedics for treatment.

 

The area where the attack occurred, which is at a busy downtown intersection, has been cordoned off as Forensic Identification Section (FIS) officers attend to document the scene and collect evidence. Police tape is up in the area and temporary traffic disruptions may be required. Please consider taking an alternative route and be sure to not enter the crime scene area.

 

The investigation is in its early stages and officers have not yet made any arrests. If you have information about this incident, or video of the incident, and have yet to speak with officers, please call the VicPD Report Desk at (250) 995-7654 extension 1.

Armed intruder complains after Nanaimo teen responds with swing of a bat

NANAIMO — A would-be robber met stiff resistance when he walked into a local business armed with a knife.

The man entered Abbie’s Corner Store at 531 Second St. across from Fairview Community School around 8:45 p.m. on Wednesday, Feb. 1, according to surveillance footage provided to NanaimoNewsNOW.

Co-owner Karen Lack said the suspect pulled out a knife and demanded cash, but her 14-year-old son was ready.

“My son (Jake) was up here working, he’s 14 but he’s 6’3″ at this point. The guy came in…had a knife and said ‘give me all your money’, showed him the knife and my son said ‘give me your what?’ As he’s doing that, he swung at him pretty good (with a baseball bat).”

The bat connected with the intruder, knocking the knife from his hand, causing it to fall behind the counter.

The store owner’s live on site in the back of the store, with the commotion causing Lack to come to the front as the suspect headed towards the door.

But when the intruder noticed Lack, he doubled back.

“The guy turns around and goes ‘he just hit me with a bat’ and I asked (Jake) what happened. Jake said ‘he had a knife mom and told me to give him all our money'”.
 

The suspect eventually left the store empty handed and took off down the street leaving his knife behind.

“(The robber) seemed pretty calm. The police think that it’s the same guy that’s been hitting up Superette. I said (to the RCMP officer) ‘I bet it’s the same guy’ and she said ‘yeah, I’m pretty sure’.”

This is the latest example of physical force being used to protect their safety and property from intruders.

Marcel Trudeau, co-owner of Abbies Corner Store, said the suspect was male, at least six feet tall and clean-cut.

“I went to Tim Horton’s and there were probably 20 homeless people outside there…and I was like ‘Abbie’s just got robbed’. I sent one person a picture, they started sending all around.”

Trudeau said they are big community advocates, and would never say no to someone who might come inside asking for a bite to eat.

Drug trafficking suspects arrested, cash, drugs and weapons seized by West Shore RCMP Drugs & Organized Crime Unit

The West Shore RCMP Drugs and Organized Crime Unit executed multiple search warrants and arrested several suspects for drug trafficking.

The investigation began in December 2022, when Drug Unit officers identified two suspects whom they believed were trafficking drugs throughout the Greater Victoria area. The suspects were operating from two residences, one in Langford and another in Victoria.

On January 13th 2023, with the assistance from the West Shore RCMP Crime Reduction Unit and the Victoria Police Department, the West Shore RCMP Drugs and Organized Crime Unit executed several search warrants in relation to this investigation. Police searched both residences and a vehicle driven by one of the suspects uncovering evidence of drug trafficking.

Police seized approximately $9000 cash, quantities of fentanyl, cocaine, crack-cocaine and thousands of unmarked pills (that are being tested to determine their exact content), 24 ounces of powder that is suspected to be steroids. Officers also seized an extendable baton, bear spray and 3 replica firearms including an MP5, and 2 hand guns.

This investigation and the seizure of these drugs will impact the drug trade in the Greater Victoria area. We want to thank the many West Shore RCMP officers as well as the Greater Victoria Emergency Response Team who assisted in ensuring the safe execution of these warrants, said Cpl. Kevin Pollock, in charge of West Shore RCMP Drugs and Organized Crime Unit.

Two suspects identified as 24 and 28-year-old male residents of Langford, were arrested for Trafficking a Controlled Substance and Possession of a Controlled Substance for the Purposes of Trafficking. The suspects were released from custody and charges against them are expected following the completion of the investigation.

Westshore RCMP investigating teen hockey player for photographing youth in shower room

Feb. 2, 2023 

Westshore RCMP is investigating allegations involving a teen hockey player who apparently took, and distributed a photo of another player showering in their locker room without their consent or knowledge.

“This investigation just came into us and is in its preliminary stages,” said Cpl. Nancy Saggar, spokesperson for Westshore RCMP.

According to a hockey parent who’s been in contact with CHEK News, they say the player was photographed last week showering in their underwear. The photo was then shared to “at least 20 other people within the Juan de Fuca Minor Hockey Association,” as well as students within School District 62.

“We were made aware of allegations of an incident occurring off school property and outside of school hours involving youth from our community. As RCMP have an ongoing investigation, the Sooke School District is unable to comment further on the allegations,” said Kristen McGillivray, communications manager with SD62.

“It could be as serious as to constitute a criminal offence,” said Michael Mulligan, a criminal lawyer.

Beyond the legal implications, the incident also raises questions about hockey culture and the role of leagues and associations in ensuring player safety, something Hockey Canada has been grappling with at a national level.

“So you’d expect the hockey team or the hockey league to deal with those kinds of allegations in terms of if that conduct is acceptable at the rink or in the changeroom,” Mulligan said.

Quadra Island homicide victim identified as 'courageous soul'
 

The tight-knit community of Quadra Island, B.C., is grieving the death of 39-year-old Jessica McLaggan, whose death is being investigated as a homicide.

Friends and family of McLaggan confirmed her identity to CTV News on Thursday.

A celebration of life was held for the former pilot on Jan. 29.

Island man to be extradited to U.S. to face charge of sexually assaulting 13-year-old

The state of Utah is seeking extradition to prosecute the man for “continuously” sexually assaulting his stepdaughter between June 2012 and June 2014.

A south Vancouver Island man has been committed for extradition to the U.S. on charges of sexual assault against his 13-year-old stepdaughter.

The man, whose identity is protected by a publication ban, was taken into custody last week and is awaiting a decision by the federal justice minister on whether he will be surrendered to U.S. authorities.

The Times Colonist is not naming the community where he lives because of the publication ban. 

The accused has the right to appeal the committal order and to apply for bail, B.C. Supreme Court Justice Brian MacKenzie noted in his Jan. 23 decision. He cannot be surrendered to the U.S. until 30 days after the committal order.

The state of Utah is seeking extradition to prosecute the man for “continuously” sexually assaulting his stepdaughter between June 2012 and June 2014. The offences are alleged to have taken place in Utah, where the man lived with his wife at the time and her daughter.

The accused is fighting ­extradition, arguing that “the committal proceeding is so unfair it would be an abuse of process and contrary to the ­principles of fundamental ­justice to order his committal given … the inexplicable and inordinate delay in arresting him some five years after charges were filed,” according to ­MacKenzie’s decision.

The man was arrested on June 16, 2020 and released on “significant” bail on July 29, 2020.

“I am satisfied that sufficient evidence exists upon which a reasonable jury, properly instructed, could return a verdict of guilty had the conduct occurred in Canada,” MacKenzie concluded, committing the accused for extradition to the U.S. for the offence of sexual assault.

Previously a mobile clinic, Embrace secured a permanent location across Surrey Memorial Hospital in 2021 — where, last fall, it opened the Strangulation Clinic, which they say is in recognition of the serious health and safety consequences of the violent act.

Suspects arrested in stolen vehicle investigations

West Shore - 2023-02-03 

File # 2023-2255 and 2023-2270

West Shore RCMP officers arrested two suspects in two unrelated stolen vehicle investigations.

The first investigation began at approximately 9:00 a.m. on February 2nd, when West Shore RCMP received multiple calls for service regarding a green 1994 Mercury Topaz being driven erratically in the area of Meaford and Station Ave in Langford. Shortly thereafter, police received another call reporting the Topaz had just been stolen from Goldstream Ave.

West Shore RCMP Crime Reduction Officers tracked down the vehicle and arrested a 41-year-old male suspect for possession of stolen property, impaired driving, possession of controlled substances and prohibited driving (as he was subject to prior court-ordered conditions prohibiting him from driving). The suspect appeared to be under the influence of drugs and a search of his person revealed he was in possession of controlled substances in excess of 2.5 grams. Once sober, he was released on an Undertaking and is to appear in court on May 4th, 2023.

The second investigation began at approximately 2:00 a.m. on February 3rd, when a West Shore RCMP officer on patrol came across a green 2002 Jeep Wrangler idling behind the businesses located near the 770 block of Goldstream Ave in Langford. The officer determined the driver was wanted on a warrant for prohibited driving, further the Jeep was reported stolen. The suspect will be facing charges for prohibited driving as well as possession of stolen property in relation to the stolen vehicle.

West Shore RCMP Serious Crimes Unit investigates stabbing

2023-02-03 - File #2023-2248

Just before 5:00 p.m. on February 2nd 2023, West shore RCMP officers responded to a report of a stabbing at a residence located near the 500 block of Windthrop Rd in Colwood.

Officers arrived on scene and located a 47-year-old male victim suffering from a single stab wound. The suspect identified as a 19-year-old male, was also at the scene and was arrested for Aggravated Assault without incident. The investigation ongoing and is being led by West Shore RCMP Serious Crimes unit.

The victim was transported to hospital and is receiving care for serious non-life-threatening injuries. The suspect remains in custody and police do not believe the public is at risk. No other victims were identified in this crime, said Cpl. Nancy Saggar, West Shore RCMP Media Relations Officer.

Charges laid in the death of man at Port Place Mall

At approximately 7:00 p.m., on Sunday January 22, 2023, Police, Fire and BC Ambulance Service responded to a report of an individual who walked into the Port Place Mall with an apparent stab wound, who later succumbed to his injuries. The incident occurred in the parking lot of the Port Place Mall, in the vicinity of London Drugs. BC Prosecution Service has approved a second degree murder charge against Sean Carl John Patterson (born 1985) for the death of Serguei Chiliakhov. Patterson is currently in custody and is scheduled to appear in court on February 16, 2023.

Given that this matter is now before the courts, police will not be providing any additional information with regards to the investigation, said Cst. Tanaska Armstrong of the Nanaimo RCMP.

It’s becoming a common narrative in Victoria’s downtown core to have a business or organization have a window smashed in the middle of the night.

 

Twice this week, the Greater Victoria Public Library’s (GVPL) central branch located at 735 Broughton Street has had incidents of massive windows being broken.

 

“There have been two incidents now,” Kelly Ridgeway, marketing and development for GVPL. “One on Saturday evening, the central branch was able to open.”

These incidents mark the second and third large scale windows being smashed in the downtown core after Adventure Clothing on Yates Street had their large storefront window broken in a random act of vandalism, also being investigated by VicPD.

 

“I got an alarm call at 4:40 a.m.,” Jennifer Robinson, owner of Adventure Clothing told Victoria Buzz. “They don’t seem to be smashing my windows to break in or anything, they’re just smashing them out of vandalism.”

Police investigate suspicious fire outside Victoria hotel

Feb. 3, 2023 

Police in Victoria are investigating a suspicious fire overnight in the city's downtown core.

The fire was spotted before midnight Thursday outside the Regent Hotel at 1234 Wharf St.

At least one shuttle van parked outside the hotel was heavily damaged in the blaze. The van remained behind police tape Friday morning. 

"The file is in the initial stages of investigation but is being treated as suspicious at this time," Victoria police spokesperson Const. Terri Healy said Friday morning.

BC Prosecution Service has approved a second degree murder charge against Sean Carl John Patterson (born 1985) for the death of Serguei Chiliakhov.

 

 

CHEK rounded up some folks who talked positively about Sean PATTERSON, described as long-term unhoused and a low-level drug dealer. So helpful, steered people clear of trouble, etc.

Wanted Victoria man arrested after dramatic U.S. Coast Guard rescue of stolen yacht

Jericho Labonte turned up in northwestern Oregon, leaving a bizarre trail involving dead fish, the Goonies' house, and a stolen yacht.

Jericho Labonte is facing charges in Astoria, Ore. after he was rescued from a stolen yacht on Friday. Labonte is also wanted on a B.C. - wide warrant in Victoria. 

Jericho Labonte is wanted by police for harassment, mischief and failure to comply from an incident in Victoria last October. Last month, Victoria police issued an alert seeking the public’s assistance in locating the 36-year-old, who they believe posed a risk to public safety.

But Labonte turned up in northwestern Oregon, leaving a bizarre trail involving dead fish, the Goonies’ house, and a stolen yacht.

On Friday morning, the U.S. Coast Guard rescued a mayday call from a yacht in trouble at the mouth of the Columbia River and managed to triangulate the vessel’s location.

The rescue was captured in a stunning video which shows a rescue swimmer lowered by cable from a helicopter, swimming to the yacht struggling in heavy surf and massive waves.

As the swimmer approached the vessel, a large wave slammed into it, rolling the boat over and throwing a man, later identified as Labonte, into the water.

The swimmer reached Labonte and pulled him to safety.

Police in Astoria, Ore. have already been looking for Labonte since Wednesday, although they didn’t know who he was at the time.

They were looking for a man who had posted a video of himself on social media placing a dead fish on the front porch of the Goonies’ house — featured in the 1985 Steven Spielberg film The Goonies and one of the city’s most popular tourist attractions — and dancing around the property, said Astoria Police Chief Stacy Kelly.

“It’s been a really odd 48 hours,” Kelly said.

Police later found Labonte at a low-barrier shelter at a nearby town 18 miles south of Astoria. He was taken into custody to face charges of theft, endangering another person, unauthorized use of a vehicle and criminal mischief.

Nanaimo RCMP, firefighters and BC Ambulance converged on an area bordering Port Place Mall last night after a man allegedly was struck with an axe.

Police say the two men involved knew each other and BC Ambulance transported the victim to hospital with serious but non-life-threatening injuries.

Orville Drake who witnessed the attack said he’s friends with both the men. He said one took offence to what the other had to say and he pulled out the axe and struck the other man.

The man with the axe then fled the area.

Police say they have identified a suspect but have yet to locate him. Nanaimo RCMP would not reveal if the axe involved was recovered.

Attempted murder investigation underway following daytime shooting

NANAIMO — Local Mounties have a man in custody following a roadside, daytime shooting.

Two vehicles were reportedly involved in the incident along Northfield Rd., between the Nanaimo Parkway and Boxwood Rd. just after 1 p.m. on Sunday, Feb. 5.

“The victim was located uninjured at their residence in the Departure Bay area. Information obtained led to the location of the other individual who was taken into custody, and identified as the possible suspect.”

An arrest involved a second sizable police presence in the south Cedar area, near Code Rd., around 30 minutes later. Ladysmith RCMP officers were involved in the arrest.

Officers took one man into custody and seized several firearms from a home.
