Yes, the plan has them and/or elevator floors, for when the inevitable flood happens.

If you are going to do that then forget about reusing an existing building.  Far too many issues trying to do suspended slab in an existing building, its cost prohibitive

How about investing is some of these mini houses, cost about $30k and go up in a few hours.

Not robust enough. If it was that simple we could just buy small $20,000 RVs and disable driving.

We need stuff that will be able to suffer some abuse. From the “hard to house”.
