Locating Underground Utilities on Common Property of a Bare Land Strata

If I wanted to get a drawing identifying the location of the underground utilities (sewage/water pipes, electrical cables, etc.) on the common property of an already established bare land strata (developed in the 1990s) and assuming the strata didn't have one, who would I contact?

 

Would it be the City, the Land Title Office, the individual utility organizations, all of the above?
