I watched the city council meeting about the approval. I believe there was some discussion re: graffiti removal. If they would just approve the building.....

I thought it was approved. My memory of watching the meeting was that it was approved in December and the early August meeting was to show council a number of changes they've had to make after the fact (ex. they no longer have a green roof in the plans and can no longer have trees on Cook Street as per BC Hydro). I remember council sounding disappointed that they approved something only for it to be watered down later. Maybe it was a heritage alteration permit and not a development permit?

Victoria does things in a weird order, IMHO.
Back in December, Council passed a motion to instruct staff to prepare the necessary amendment bylaw for the rezoning. They also passed a motion on the heritage alteration permit, but nothing was formally approved or issued at the December meeting.
What went to Council on August 6 were revisions to the proposal, including new approval conditions. It was basically a do-over of the December meeting, as there is no amendment bylaw prepared and staff provided the same recommendation as they did in December: to instruct staff to prepare the amendment bylaw and schedule first reading once the approval conditions are met.
TL;DR, nothing has been approved.

Just Sarah Potts was opposed. I don't believe Dubow was present at the council meeting. Everyone else was in favour.
