Langford has long been Pacific FC’s home, and the club has invested deeply in the community. However, there are material areas of disagreement between Pacific FC and the City regarding the interpretation and application of our agreements.
Pacific FC is committed to protecting the 2026 season and will pay the stadium-use fee as requested by the City. In addition, Pacific FC remains willing to reengage in good faith to resolve all other matters directly and reach an outcome that benefits both Pacific FC fans and the community.

I’m hearing the team is almost certainly heading downtown for this season. But why would another venue take on a deadbeat team, that’s doesn’t pay the bills?
Perfect tenant for the city of Victoria!

Trouble in Langford?
Along with Vancouver FC, SixFive Sports and Entertainment owns a second CPL club — Pacific FC— based out of Starlight Stadium, a city-owned facility in Langford near Victoria.
On Wednesday, the City of Langford announced that negotiations with Pacific FC on a stadium agreement and indoor training centre lease had reached an impasse, citing money the club owes the city and unmet contractual obligations.
As a result, the city is only making Starlight Stadium available to Pacific FC on a game-by-game basis for the upcoming season, and only then if the stadium fee is paid at least two weeks in advance of each game.
“This approach will allow the 2026 season to proceed, while protecting the interests of the Langford taxpayer,” says the news release.

Yacucha says the city has recently received legal advice that the financial concessions that were made for the team were outside of the legal framework of the community charter.
“I want to be clear, in no way am I suggesting that previous councils acted in bad faith,” he said.
“They were very likely acting entirely within their understanding of the law at that time. However, now that we’ve been made aware that these actions are outside of the statute, we have a duty to act immediately.”
In a second video, Yacucha says the team has been using the city as an “unwilling creditor.”
“Each year, delaying payments to the city, they have been essentially taking hundreds of thousands of dollars from the city on a short-term loan, using Langford taxpayers as a creditor,” he said.
“This is not good business practice. This is not a good partnership, and this is not fair or sustainable for the city or for our taxpayers.”
The negotiations around the long-term agreement came into the public eye in September, after the team’s co-founder said the city was “not exactly simple to work with since the departure of Stew Young.”
Scott Goodmanson, Langford’s mayor, then responded he was “disappointed” to hear that from the team.
The city released numbers saying the team owed it more than $90,000 in game-related costs alone, plus an additional almost $700,000 under the Indoor Training Centre agreement.
And it wasn’t just the city the team owed money to, with Langford saying more than $24,000 was owed to the field operator and the food and beverage provider.

Not everyone in Victoria welcomed the announcement. HarbourCats managing partner Jim Swanson said the organization was caught off guard. “We weren’t aware of talks on going for it, and I guess we were surprised, given what we’ve read of PFC’s situation with the City of Langford,” Swanson said.
“We thought that there would be ongoing communication through the process rather than announcing it and us finding out. We found out on Sunday.” Swanson also highlighted a potential scheduling conflict with the Victoria Golden Tide, another tenant of RAP. According to Swanson, Pacific FC’s April 26 match overlaps with a Golden Tide game scheduled for the same day.
“We’re going to be looking to the City of Victoria for a solution for that because that is a set schedule and has been set for some time. We’re disappointed in that,” Swanson said. Marshall said providing dates to other tenants is not Pacific FC’s responsibility.

They already have the season ticket money. And they reconcile the walk-up ticket sales a week after they are sold, maximum. So at worst they should be able to pay 7 days after. And before the second game takes place, for the first game.
