Yeah, where a candidate lives is something I'll note, but it's not a deal breaker. I'd vote for a passionate urbanist on the Saanich border over some local business owner who only cares about getting handouts like free parking or might delay critical infrastructure upgrades because their business might be impacted by street closures. The ideology and integrity come way before residence.

As far as I'm concerned, if you don't live in the municipality and haven't lived there since the previous election, you should be outright banned from running for its council or mayorship.
Yes this hoses small business owners whose business is in one muni and residence in another but I can't think of a fair way to include them that doesn't end up giving two votes to someone who has a business and residence in the same muni (e.g. most home-based businesses).

Sorry...I don't see it. Someone running for council should do so because they are invested in their community and not because they think it will look good on their CV/Resume.
