A significant portion of retirees that move to Victoria dont have any family here in the first place. Yes, there is the local population but building a great retirement town with fantastic medical services would appeal to a lot of people moving from Vancouver, Calgary and Toronto.
Generally, if you are moving to the Island you dont move your kids and grandkids as well.

The funeral home is hardly integrated with the rest of the structure, besides replicating its (IMO) clumsy mishmash of geometric shapes throughout the rest of the design. It just looks like an awkward add-on, is dwarfed by the rest of the development, and again, creates a dead zone along Vancouver Street when other nearby projects like Ventana, 1008 Pandora, and 989 Johnson will enhance the pedestrian realm along the street.

They buy the cheapest places they can, in segregated seniors communities, then spend a few months of the year there. It’s no different than going on vacation.
The houses in age restricted communities are by no means the cheapest option in housing, far from it.
About 60% of the residents are full time, the rest "come from away."

Americans also like gated communities targeted at particular groups. Canada doesn’t have much in that regard, so we’re talking about different cultures here and down there.
I think that is somewhat true, but there are a lot of retired people who live there full time after retiring from the NE like Boston, NYC, Philadelphia and they don't buy the cheapest places

regardless I don't think Victoria has much of a snowbird population? Only reason I can think of being here is if you are oh 80+ and can't get health insurance or its too expensive to get if you want to leave the country

Health insurance when you are travelling is super expensive as you get older. Not a big issue for us since we only travel mostly to the US these days.(We have Medicare so we are not in the same boat as most people).

people leave and taxpayers don't have to buy up hotels and motels, developers don't have to provide low cost housing which simply inflates the cost of other people who are buying
Look, desirable expensive cities are expensive and based on simple supply and demand Victoria prices have shot up because drum roll please...people want to live here and are willing to pay for it. NYC is a very expensive city yet people are willing to live and work there and I've seen NYC city jobs in the mailroom paying less than $20/hr. Ditto with Boston, Seattle, San Francisco, Vancouver, Toronto and many others. Its not my job to pay money out of my pocket for people to live here. Either pay the market rents/housing prices or move to Saskatchewan!
