So if you're going to exclude certain people, what's the point? Just all for show?
Keep in mind this is the same group who feel that artists are entitled to more affordable accommodation than others.

it sounds like they excluded groups that are using city facilities. as presumably that would make some community programming unviable like seniors programs at cook street.
and they excluded anyone that had contracts in place.
so both of those would apply to the arena.

Where the rubber hits the road, this could be tough, and it sounds as though they've made a considerable number of exceptions. The inclusion of health and welfare benefits does add up, but more so for older employees than younger ones - which has a bit of an irony to it, in that you could pay an older employee with a family less of a wage than a younger single employee because the employer's cost of their health and welfare benefits is higher. Arguably, the older employee supporting a family needs a higher wage than the single employee without dependents. Further, is it fair to pay a "living wage" when the individual's circumstances do not demand it? For example, a high school student living at home who does not bear any expenses for living? What does this do for the demand for post-secondary training? If a large part of a person's reason for undertaking training is to earn higher wages, then this removes that desire? In short you wind up with a de-skilling of the labour force, as people fail to see the need to upgrade their skill set in order to earn living wages. Lastly, this does nothing to alleviate the affordability issues, rather it will likely make the situation worse.
All for show - and it could backfire quite badly.

Most of the work that goes on at the arena is through contracted service providers. But that only goes so far – years ago, the fuel truck drivers at Vancouver Airport, who were working under a similar arrangement, successfully argued to the Labour Board that the labour contractor was effectively just a payroll service, with the ‘real’ employer being the group of airlines that owned the trucks and the fuel, and scheduled the service. If that were tested at SOFMC, it might be found that the actual employer is perhaps the owner, or the operator, or the hockey team, or the concert promoters (or some combination thereof).
i think you'll find though that rg (gsl group) owns all the contractors. they used to use aramark but got rid of that in favour of their own brand. their security team is also another rg brand. likewise they own their own ticketing company.

well the security company the catering company the hockey team and the ticketing company and i'm not sure what else there is of significance. their it department is run by a different private company (not theirs) that also has an office in the arena.

A few eyebrows were raised two weeks ago when the latest vital signs report stated that the living wage had dropped 5%+ from $20.50 to $19.39 per hour. I wonder if they were pressured to lower their estimates to support this new CoV policy.

Well - it looks like a by-election is in the works. It's too bad the feds don't get to pick up the tab for poaching people off of city council. Hopefully we can see a strong centre candidate compete for the seat.

sadly i think any strong center candidate who would run probably won't get elected...at least with the current climate of those turning out to vote
